EXECUTIVE SUMMARY
1. PURPOSE. The attached draft tables of organization and equipment
(TOE) are for the initial review and approval of the TOE's designed
and developed for the FORCE XXI concept.

e. Major Changes.
(1) This TOE is based on the concept of providing a heavy
division a direct support battalion with three firing batteries
structured to conduct platoon based operations with six howitzers
per battery. Although similar to the current "A" TOE's for direct
support battalions, this TOE does not replace, TOE 06365A400/A500,
Field Artillery Battalion, 155mm Self-Propelled (SP) (3x6 Platoon
Operations), Heavy Division.
(2) The new MARC figures were applied to this TOE and
the radios were configured based on the FORCE XXI tactics,
techniques and procedures (TTP). The necessary changes and/or
additions to the OPFAC rules were submitted by the Field
Artillery (FA) School and are pending approval.
(3) Although this TOE is similar to the A edition TOE's
for the direct support battlions of the heavy division artillery,
there are several structural changes that are being tested in a
series of Army Warfighting Experiments (AWE). The two major changes
are: the A edition Headquarters, Headquarters Battery (06366A400
/A500) and Service Battery (TOE 06369A200) were combined into a
Headquarters, Headquarters and Service Battery (06366F100) and the
Firing Battery (TOE 06367A200) was restructured with its own
logistical capability (to include battery maintenance and food
service) TOE 06367F100. Details of the changes are identified in
the narrative discussion of the F series TOE's.
(4) Coordination with the FA School, TRADOC Force Design
Directorate (FDD) and the DA DCSOPS FA Organization Integrater (OI)
determined that, with the exception of the Applique System, no
modernization equipment should be documented in the base TOE.
2. MISSION/CAPABILITIES/SECTION I.
a. To destroy, neutralize and suprress the enemy by cannon
fires and to assist in integrating fire support into combined arms
operations.
b. Provides command, control, and supervision for all tactical
and administrative operations of the battalion.

limitations of this organization and its subordinate units.
3. ASSIGNMENT. Organic to the Division Artillery, FORCE XXI
TOE 06300F000.
4. PERSONNEL.
a. This is a new TOE. The documented strength is the same
as the design strength.

b. Detailed rationale for doctrinal personnel requirements is

d. The net force impact of the battalion is an increase of 48
officer positions and an increase of 182 NCO positions. The net
force impact the headquarters battery (06366F100) is an increase of
33 oficer positions and 71 NCO positions. The net force impact of
the firing battery (06367F100) - 3 per battalion - is an increase of
15 officer positions and 111 NCO positions.
e. The risk resulting from decrements is minimal force impact.

essential wartime requirements.

6. COST.
a. Cost Analysis Summaries for each Objective TOE are provided
below.
b. The Force structure information normally reported in the
Executive Summary is omitted. The FORCE XXI force structure is not
determined at this time and probably won't be finalized until the
AWE process is completed.
c. HQDA approved commodity consumption rates were used in the
development of these TOEs and are reflected in the Cost Analysis
Summaries.
d. These are new TOE's, so no cost comparisions were made.
