UN Security Council passes US-drafted resolution for Gaza with China and Russia abstaining: reports

The UN Security Council passed a US-drafted resolution Monday that aims to move beyond the fragile truce in Gaza to a more sustainable peace and the reconstruction of the devastated enclave. The 15-member council voted 13 to 0 in favor of the resolution, with abstentions by Russia and China, which declined to use their veto power to block the measure, according to media reports.

Israel and the Palestinian militant group Hamas agreed last month to the first phase of Trump's 20-point plan for Gaza — a ceasefire in their two-year war and a hostage-release deal — but the UN resolution is seen as vital to legitimizing a transitional governance body and reassuring countries that are considering sending troops to Gaza, Reuters reported.

According to the UN website, the proposal building on the 20-point US plan is intended to restore security, ensure humanitarian access and begin a sustained process of reconstruction and institutional reform for the enclave following two years of devastating conflict between Israel and Hamas.

The resolution authorized elements of the plan, including the establishment of the "Board of Peace" as a transitional authority and the creation of a temporary International Stabilization Force (ISF) in Gaza, according to a draft seen by CNN.

China Central Television (CCTV), citing the draft, reported that the Board of Peace, an authority with international legal status, will serve as a transitional administrative body to oversee the Palestinian Authority's implementation of reform plans, ensuring it can safely and effectively regain control of Gaza and create conditions for Palestinian self-determination and nation-building.

The temporary International Stabilization Force (ISF), established by the resolution, will also operate under the unified command of the Board of Peace. It will cooperate with Israel, Egypt, and the newly trained Palestinian police forces to ensure border security, promote demilitarization, protect civilians, and secure humanitarian aid corridors. Funding will be provided through voluntary contributions and dedicated trust funds, with the World Bank and other financial institutions involved in reconstruction financing, according to the CCTV report.

The resolution states that the operations of the Board of Peace and the stabilization force will be under international oversight, with progress reports submitted to the UN Security Council every six months. The mandate is authorized to last until the end of 2027, per the report.

The overall goal of the resolution is to achieve a ceasefire, reconstruction, stability, and peace in Gaza under international coordination, laying the foundation for long-term peaceful coexistence between Palestine and Israel and the future state-building of Palestine, according to CCTV.
