Memorandum of Understanding with the Arab Republic of Egypt

Minister of National Defence, Liviu-Ionuț Moșteanu, signed today, together with the Egyptian Minister, General Abdel Mageed Saqr, a Memorandum of Understanding on military cooperation between Romania and Egypt.
During the meeting, the two officials discussed the security situation in areas of interest to the two states - the Black Sea and Western Balkan regions, respectively the Middle East and Africa. At the same time, the officials analyzed prospects for bilateral defence cooperation between Romania and the Arab Republic of Egypt, in the context of the signing of the Memorandum.
The Romanian Minister of Defence talked about the current security context, against the backdrop of the Russian Federation's war of aggression against Ukraine and the hybrid actions conducted by the Russian Federation in the Black Sea and the Western Balkans. The Romanian official emphasized the Romanian party's openness to identifying projects of common interest, based on the provisions of the Memorandum, which establishes the legal framework necessary to initiate a permanent bilateral dialogue and to enhance defense cooperation.
"Romania recognizes and appreciates the essential role that the Arab Republic of Egypt plays in promoting regional stability and security, acting as a pillar of balance and dialogue in the Middle East and North Africa. Today, together with my Egyptian counterpart, I signed the Memorandum of Understanding on military cooperation between the Government of Romania and the Government of the Arab Republic of Egypt, thus recognizing the need to enhance bilateral defence cooperation for the benefit of the security and prosperity of both states," Minister of National Defence stated.
At the end of the meeting, the two officials agreed on the need for constant dialogue to coordinate military cooperation.
During his visit to Egypt, the Defence Minister had several meetings with the armed forces' commanders, laid a wreath at the Memorial Monument in Cairo, visited the military museum and met with members of the Romanian community in Egypt, at the headquarters of the Romanian Embassy in Cairo.
Also, as part of his visit to the Arab Republic of Egypt, Ionuț Moșteanu represented Romania at the official inauguration ceremony of the Grand Egyptian Museum, held on November 1st, 2025.
The ceremony was attended by many leaders worldwide and reflected the importance of the event at international level. The presidents of Germany, Slovenia, Bulgaria, Croatia, Malta and Cyprus, as well as the Kings of Spain and Belgium, the Queen of Denmark and the Queen of Jordan were among the participants.
