Romania - Ministry of National Defence

Press release No. 182
14.10.2025

On Tuesday, October 14th, Minister of National Defence, Liviu-Ionuț Moșteanu, had a meeting with Herald Ruijters, the coordinator of the working group established at the level of the Directorate-General for Defence Industry and Space (DG-DEFIS) of the European Commission, in order to implement the SAFE (Security Action for Europe) initiative. The discussion took place in anticipation of the DEFIS experts' visit to Bucharest, planned for October 15th, for technical consultations targeting the projects to be financed through this instrument.

Minister of National Defence thanked the European Commission's representative for the close cooperation at expert level, with a view to Romania's implementing the SAFE regulation, including from the perspective of finalizing the national investment plan in the European defence industry. With reference to this process, the officials highlighted the progress made at national level and pleaded for an enhanced cooperation in the future.

Romania's interest in capitalizing on the SAFE instrument, together with the member states and eligible partners, was also showed. In this context, the Minister of National Defence stated: "Romania aims at fully employing the opportunities offered by the SAFE instrument, by involving the national defence industry in strategic areas such as military mobility, air and missile defence, land systems, strategic enablers, individual equipment for soldiers and maritime systems. We also appreciate the inclusion of drone and anti-drone systems, essential in relation to the recent European initiatives such as Eastern Flank Watch and European Drone Wall."

The Romanian official emphasized the importance of coordinating the member states' efforts in making investments and the important role of the Commission in connecting with defence industries and developing them in a comprehensive manner at EU level, especially in the regions most exposed to the emergence of military threats.

At the same time, the Romanian Minister of Defence stressed the importance of connecting to this initiative the European Union closest partners who can essentially contribute to the rapid conduct of urgent acquisitions, especially to meet the requirements of the states on the Eastern Flank. He also highlighted the importance of cooperation with Ukraine for the development of military capabilities, by capitalizing on this partner's experience in terms of innovation and rapid adaptation to the conditions of high-intensity warfare.
