Excellencies,

We meet as the catastrophic situation in the occupied Palestinian territory threatens the entire region.

Evidence is abundant of international crimes perpetrated with the full knowledge of the international community.

The Government of Israel is implementing a long-standing project to undermine the feasibility of a Palestinian State and separate Palestinians from Palestine.

Dismantling UNRWA is a principal element of this project.

It is why the Agency has been attacked relentlessly, with 370 colleagues killed; hundreds of premises destroyed; and financial support strangled.

The Global Alliance and the New York Declaration envisage a ceasefire, stabilization, Palestinian-led governance, and a just political solution.

UNRWA's 30,000 strong workforce, unparalleled service delivery networks, and deep reserves of community trust, are key to achieving these goals.

The Agency is an indispensable partner for peace.

I ask therefore that Member States safeguard UNRWA's role within a time-bound political process and finance the provision of essential services until that process is complete.
