OIC Secretary-General: The OIC IPHRC Emergency Meeting Sends a Unified Message, Strengthens the Legal and Diplomatic Positions of Member States, and Demonstrates Solidarity with the State of Qatar

H.E. Ambassador Samir Bakr Diab, Assistant Secretary-General for Palestine and Al-Quds Affairs, delivered a statement on behalf of the Secretary-General of the Organization of Islamic Cooperation (OIC), H.E. Mr. Hissein Brahim Taha, at the opening session of the emergency meeting of the OIC Independent Permanent Human Rights Commission (IPHRC). The meeting was convened to discuss the human rights and humanitarian implications of the Israeli attack on the State of Qatar. It took place at the OIC General Secretariat headquarters in Jeddah on Thursday, 25 September 2025.
In his remarks, the Secretary-General welcomed the appointment of Dr. Hadi bin Ali Al-Yami as the IPHRC Executive Director, expressing his full support and the OIC's commitment to cooperate with him in fulfilling his human rights mandate.
The Secretary-General noted that the OIC highly values the IPHRC's meaningful contributions in promoting and protecting human rights in accordance with international human rights law, independently, impartially, and objectively. He added that the emergency meeting was timely and important, as it allowed Member States to send a unified message, strengthen their legal and diplomatic positions, and show solidarity with the people and government of the State of Qatar against this aggression, which constitutes a blatant violation of international law, including the UN Charter, and norms, and the foundational principles governing peaceful relations between states.
He stressed that this attack on an OIC Member State, which actively participates in mediation and peace efforts, sets a dangerous precedent and poses a serious threat to international peace and security.
The Secretary-General called on the IPHRC to coordinate with international human rights mechanisms to raise awareness and inform relevant bodies about the human rights and humanitarian impact of the Israeli attack on Qatar, and of Israel's ongoing violations across the region. He urged the adoption of unified messages and coordinated legal and diplomatic pressure.
On a related note, the Secretary-General reaffirmed the OIC's strong condemnation of Israel's ongoing violations and crimes in the Gaza Strip and the occupied Palestinian territories, including collective punishment, starvation, forced displacement, and attacks on civilian infrastructure. He renewed the call on the UN Security Council to take decisive action to enforce an immediate and comprehensive ceasefire, ensure the unhindered entry of humanitarian aid to Gaza, support the efforts of UNRWA, and hold Israel accountable for its violations.
