Government adopts new sanction against incitement to separatism

Today, 25 September, Foreign Minister Margus Tsahkna submitted to the government a proposal to adopt an additional Government of the Republic sanction against the undermining of sovereignty and territorial integrity, as well as the incitement of separatism.

According to Foreign Minister Margus Tsahkna, this is a new measure enabling Estonia to take steps on the international stage to ensure the preservation or restoration of peace, international security, and the international legal order. "The current global security situation requires urgent proactive action," Tsahkna said.

"The new sanction makes it possible to impose entry bans on individuals for whom there is evidence of participation in, or active support for, activities abroad that violate international law and its principles," the minister explained.

The sanction may also be applied to individuals who incite separatism, undermine the sovereignty of states, or have committed a serious financial offence involving public funds, including corruption, or a crime that corresponds to the characteristics of money laundering.

The government approved the new sanction, which will enter into force the day after its publication in Riigi Teataja. Individuals subject to the entry ban will be designated by order of the foreign minister. The sanctions of the Government of the Republic of Estonia currently in force are listed on the Ministry of Foreign Affairs website.

At today's meeting, the government also approved amendments to the government's rules of procedure to simplify the initiation and preparation of international agreements. The amendments are linked to amendments to the Foreign Relations Act, which enter into force on 1 October.
