Lebanon: UNRWA Protection Update (1 April - 30 June 2025)

The security situation in Palestine refugee camps across Lebanon remained tense during the reporting period, with sporadic incidents of armed violence as well as increased security measures maintained by the Lebanese Armed Forces (LAF). On 2 May, the Supreme Defense Council publicly warned Hamas against conducting operations from Lebanese territory that could compromise national security, noting its intention to recommend further measures to the cabinet.i On 21 May, Palestinian President Mahmoud Abbas met with senior Lebanese officials in Beirut where it was agreed to initiate a process for the disarmament of the camps.ii The disarmament process was slated to commence in mid-June, though no concrete measures had been observed by the end of the reporting period.

The prevailing mood in the Palestine refugee camps is one of uncertainty over future prospects including related to the ability of UNRWA to continue providing vital services in the absence of alternative service providers.

During the reporting period, UNRWA carried out a targeted food assistance distribution from 12 to 25 June 2025 to address food insecurity. This round of distribution focused on Social Safety Net Programme (SSNP) beneficiaries, reaching a total of 15,181 families (54,459 individuals) across 11 sites. Due to funding shortfalls, UNRWA has not been able to disburse a quarterly amount of $50 to 165,000 Palestine refugees, targeting children, elderly and disabled, as was the case in previous years.

More broadly, funding shortfalls and delayed donor contributions continue to force UNRWA to resort to emergency financial measures in a context where Palestine refugees in Lebanon are heavily dependent on UNRWA for basic health, hospitalization, education and maintenance of water and sanitation in the 12 refugee camps.
