
Teodoro calls for 'responsible competition' in Seoul defense meet

MANILA -- Department of National Defense (DND) Secretary Gilberto Teodoro Jr. called for responsible competition and inclusive security during the first plenary session of the 2025 Seoul Defense Dialogue (SDD) on Tuesday.
Speaking before the attendees, Teodoro urged nations to work together to mitigate geopolitical rivalries and restore strategic stability in an "increasingly volatile global security environment."
The DND chief emphasized that while competition among states is inevitable, it must remain responsible, grounded in trust and guided by international law, according to DND news release.
"History tells us that geopolitical rivalries are not new -- they are constant. Great powers have always competed against one another. Smaller nations, in turn, have had to utilize every means at their disposal to seek influence, resources, and security to ensure their own survival," he said.
Teodoro cautioned against emerging narratives promoting a "multipolar world" without clear international rules, saying such an arrangement could embolden unilateral actions at the expense of smaller states.
Drawing attention to tensions in the South China Sea, Teodoro reiterated the Philippines' commitment to the peaceful resolution of disputes while strengthening its defense posture and international partnerships.
"Dialogue must be the first option and not the last resort. Even in moments of profound disagreement, communication is a simple but powerful tool to prevent escalation," he said.
"Thus, we encourage use of any legally binding dispute resolution mechanisms available under international law."
This recommendation, Teodoro admitted, comes with an "implied caveat."
"For dialogue to be effective, I repeat, it must be coupled with trust," he said.
Teodoro also urged nuclear-armed states to exercise restraint and uphold their non-proliferation commitments, and called on all nations to manage technological advancements responsibly.
Highlighting the Philippines' proactive stance, Teodoro pointed to its network of bilateral, trilateral and multilateral defense arrangements as part of efforts to promote regional security and stability.
He also expressed support for Association of Southeast Asian Nations-led mechanisms that help de-escalate tensions, such as the observer mission monitoring the ceasefire between Thailand and Cambodia. (PNA)
