Philippines and Cambodia Pledge Swift, Coordinated, and Effective Response to Non-Traditional Security Threats

PHNOM PENH 09 September 2025 -- President Ferdinand R. Marcos Jr. and Cambodian Prime Minister Hun Manet witnessed an exchange of notes between Secretary of Foreign Affairs Ma. Theresa P. Lazaro and Cambodia Deputy Prime Minister and Minister of Foreign Affairs Prak Sokhonn, expanding areas of cooperation for combatting transnational crimes. The Notes amend the 2016 Memorandum of Understanding (MOU) between the Philippine National Police of the Republic of the Philippines and the Cambodian National Police of the Kingdom of Cambodia. It represents the two Governments' shared determination to strengthen actions to address non-traditional security concerns, including against human trafficking, cybercrimes, and other forms of online fraud, among others.

In his remarks, President Marcos acknowledged "the pressing challenges that cut across borders [such as] human trafficking, cybercrime, illicit drugs, and other transnational threats" which "affect the safety of our citizens and the stability of our societies". He added, "It is in this spirit that we agreed to strengthen collaboration among our law enforcement and security institutions, so that our collective response will be swift, coordinated, and effective".

The exchange of notes took place during President Marcos' State Visit to Cambodia on 08 September 2025, following the bilateral meeting between the two leaders.

President Marcos and Prime Minister Hun Manet also witnessed the signing of agreements on air services and cooperation in higher education, in order to strengthen the fundamentals of long-standing people-to-people ties, through connectivity and the development of human capital in the ASEAN neighborhood.
