Ranking Member Shaheen Statement on Safeguarding Security Assistance to Allies in Europe

Senate Foreign Relations Committee

Published: September 04, 2025

WASHINGTON -- Today, U.S. Senator Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee, issued the following statement regarding reports that the Trump Pentagon has informed European embassies that they plan to suspend security assistance under Section 333 of the National Defense Authorization Act:

"This is a misguided move that sends exactly the wrong signal as we try to force Putin to the negotiating table and deter Russian aggression. Cutting security assistance programs that promote partner capacity building and training undermines our NATO frontline allies who serve alongside American troops. What's more, there is widespread bipartisan support for use of this authority in Europe - and my amendment to put a floor on use of DOD security cooperation programs for Europe was adopted on a bipartisan basis in the NDAA, which will soon be passed by the full Senate, and appears in my bill, the Supporting Ukraine Act of 2025.

"It makes no sense at all to undercut our allies' defense readiness at the same time that we're asking them to step up their own capabilities, and it puts American troops at risk when we slash the training of the allied soldiers they would fight alongside. The fact that this move comes at the same time President Trump publicly reaffirmed America's security commitment to Poland is yet another sign that political leadership at the Pentagon is willfully going rogue and undercutting the White House's agenda."
