The French diplomat's attention was firmly drawn to the serious breach of the most firmly established diplomatic protocol by the said communiqué.
It was pointed out to him that both in form and substance the communiqué was unacceptable in that it contained a biased presentation of the facts and addressed the Algerian public directly to incriminate the Ministry of Foreign Affairs for alleged sole and full responsibility for the non-accreditation of French diplomatic and consular agents in Algeria.
From a formal point of view, this action by the Embassy is unacceptable, as it violates the spirit and letter of the 1961 Vienna Convention on Diplomatic Relations of 1961. From a substantive point of view, the French diplomat was reminded that he was personally the most knowledgeable about the ins and outs of the situation.
The statement notes that the non-accreditation of French diplomatic and consular agents in Algeria came well after a similar French decision, and after exhausting, on the initiative of the Algerian side, all possibilities for settling this dispute to the satisfaction of both countries. This was nothing more and nothing less than the strict application of the principle of reciprocity.
It was the French government that initiated the refusal, for more than two years, to accredit Algerian heads of mission and consular officials in France. As a result, three Algerian Consuls General and six Consuls have not received the accreditations they requested more than six months ago. In addition, forty-six Algerian diplomatic and consular agents were unable to reach their places of assignment in France due to the French side's failure to respond to their requests for accreditation.
This situation, deliberately and calculatedly created by the French authorities, seriously harms Algerian nationals living in France as it impacts the consular services provided to them and affects the quality of the consular protection to which they are entitled.
In conclusion, it was strongly emphasised to the French diplomat that he himself is aware that the visa issue is not exclusively linked to the accreditations issue, and it is common knowledge that his government has made this issue a central lever in the power struggle it wants to impose on Algeria.
The Ministry of Foreign Affairs notes that visa blackmail continues on the part of the French government. The first stage of the blackmail ended with Algeria's decision to terminate the 2013 Algerian-French agreement on the reciprocal exemption of visas for holders of diplomatic and service passports. Today, the French authorities are launching a second phase concerning ordinary passports, which they intend to manage through blackmail, bargaining and intimidation.
