Canada's international assistance to respond to the humanitarian crisis in the West Bank and Gaza is designed to meet the immediate humanitarian needs of Palestinian civilians and to help lay the foundations for long-term peace and stability by supporting the development of institutions and socio-economic conditions necessary for a viable 2-state solution.

On July 28, 2025, the Honourable Anita Anand, Minister of Foreign Affairs, announced that Canada would be committing an additional $30 million in humanitarian assistance and an additional $10 million, through the World Bank, to support the Palestinian Authority's role in stabilizing and governing the West Bank.

Since the current conflict began, and with the additional resources announced in July 2025, Canada's contributions now total more than $355 million. This includes:

  • more than $270 million in humanitarian assistance in the West Bank and Gaza for urgent life-saving needs, such as food, nutrition, water, emergency health care, shelter and protection services
  • $24.75 million in peace and security programming to support mine action and related activities in the West Bank, Gaza, Lebanon and Syria
  • $20 million to support early recovery efforts to help restore essential health services in Gaza when conditions allow
  • $40 million in development assistance, through the World Bank, to support the Palestinian Authority in strengthening economic recovery, social resilience and governance in the West Bank

Canada's 2025 humanitarian assistance partner allocations

Since November 2024, Canada has committed a total of $104.5 million in humanitarian assistance to the West Bank and Gaza. This includes $30 million announced in July 2025, $24.5 million announced in March 2025 and $50 million announced in November 2024. According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), Canada is currently the third-largest bilateral donor of humanitarian assistance to the global response in 2025.

Canada is working with experienced UN, Red Cross and NGO partners to deliver this assistance and has so far allocated $74.5 million to support life-saving activities in the West Bank and Gaza. Trusted and reliable partners are selected based on their sectoral expertise and operational capacity to deliver.

To provide shelter and non-food item kits and cash-for-shelter interventions.

To treat acute malnutrition in children and pregnant and lactating women and adolescent girls through the provision of ready-to-use therapeutic foods and complementary nutrition services, as well as to support the needs of children through cash transfers.

To meet the needs of affected populations through multi-sectoral response, including food and water, shelter, non-food items, water, logistics and sanitation, hygiene, emergency health and protection services.

To respond to acute food insecurity and malnutrition through the provision of emergency food or cash assistance, as well as supplementary feeding when appropriate.
