Type: Press release
Date: 07/31/25

On Thursday evening, Romanian Minister of Foreign Affairs Oana Țoiu and US Secretary of State Marco Rubio discussed ways to strengthen the Strategic Partnership. The discussion reflected their shared commitment to enhancing the bilateral relationship between Romania and the United States, and covered the main areas of cooperation, the status of joint projects, and plans for the future.

Both officials emphasized the importance of strengthening the Romania-US Strategic Partnership and continuing bilateral cooperation in priority areas such as security, defense, energy and investment in innovation.

The Romanian minister emphasized the excellent cooperation with the United States within NATO and at the bilateral level, as well as the essential contribution of the US military presence in Romania to the security of Europe and the Euro-Atlantic area. The Minister also mentioned the significant potential for co-production in the defense industry, which is starting to be capitalized through concrete projects such as those in the fields of ammunition production and high-performance military radars.

Oana Țoiu, the Romanian Minister of Foreign Affairs, conveyed President Nicușor Dan's appreciation for US President Donald Trump's invitation to pay an official visit to Washington early next year. The Romanian Foreign Minister's visit to New York in September will facilitate continued dialogue in preparation for the Romanian President's visit.

In line with the decisions made at the NATO Summit in The Hague, Romania has taken steps to increase its defense budget, strengthen its national capabilities, improve the support provided to allied troops stationed in the country and contribute to the Alliance's objectives regarding deterrence and defense on the Eastern Flank.

Particular emphasis was placed on the strategic importance of the Black Sea. Romania reaffirmed its commitment to cooperating with its allies and international partners to ensure safe navigation and the exploitation of gas resources in the Black Sea.

Ongoing bilateral projects in the energy sector were highlighted, with a focus on the development of reactors 3 and 4 in Cernavodă, as well as small modular reactor (SMR) technology in Doicești. Romania is thus strengthening its position in terms of both regional energy security and the development of transit routes.

The Minister of Foreign Affairs expressed his confidence that the Trump Administration's internal security objectives will be supported by Romania's participation in the Visa Waiver Program, reaffirming the special importance that the Romanian authorities attach to this issue and their commitment to cooperating closely with the US institutions involved, as well as the good interministerial cooperation and the important contribution of the Prime Minister in pursuing this objective.

At the invitation of the United States through Secretary of State Marco Rubio, Minister of Foreign Affairs Oana Țoiu announced Romania's intention to adhere to the Joint Statement on the Security and Resilience of Undersea Cables at the UN meeting in September.

Oana Țoiu commended the signing of the EU-US Trade Agreement, emphasizing its importance for the stability of transatlantic relations and reiterated Romania's support for a balanced and constructive compromise between the two sides in the interests of producers, consumers, and investors in the EU and the US.
