OIC Secretary-General Commends the Role of Saudi Arabia and France in Co-chairing the International Conference on the Implementation of the Two-State Solution

The Secretary-General of the Organization of Islamic Cooperation (OIC), Hissein Brahim Taha, expressed his deep appreciation to Saudi Arabia and France for co-chairing the High-Level International Conference on the Peaceful Settlement of the Palestinian Cause and the Implementation of the Two-State Solution, held at the United Nations Headquarters in New York from July 28 to 30, 2025.

This came at the beginning of his speech, which was read on his behalf by Ambassador Samir Bakr, Assistant Secretary-General for Palestine and Al-Quds Affairs. He emphasized that this historic meeting embodies a collective commitment to achieving a just, lasting, and comprehensive peace in the Middle East based on the two-state solution.

In his speech, the Secretary-General also reiterated the OIC's steadfast support for the Palestinian cause as a central issue with political, historical, and humanitarian dimensions.

His Excellency also affirmed that the OIC shares the international community's decades-long commitment to supporting the two-state solution as the only way to resolve the conflict. He emphasized the need to implement and comply with relevant UN resolutions, as this is a firm political and legal commitment and an indispensable foundation for achieving peace and stability in the region.

The Secretary-General affirmed that all the systematic crimes of Israel, the occupying power, including aggression, genocide, destruction, displacement, starvation, and the siege of the Gaza Strip, along with its illegal policies of settlement expansion, annexation, and ethnic cleansing, as well as its plans to impose its alleged sovereignty over the West Bank, including occupied Al-Quds, and to target Islamic and Christian holy sites, constitute flagrant violations of international law and relevant UN resolutions.

He reiterated the call for an end to all these violations, the imposition of an immediate and permanent ceasefire, the provision of adequate and sustainable humanitarian aid, the withdrawal of the Israeli occupation forces from the Gaza Strip, and the release of Palestinian tax revenues illegally withheld by the Israeli occupation authorities to enable the Palestinian government to fulfill its obligations throughout the Palestinian territory. He also stressed the need to implement the Arab-Islamic plan for the reconstruction of the Gaza Strip.

In his speech, the Secretary-General commended the positions of the states that have recognized the State of Palestine, particularly the announcements by French President Emmanuel Macron and British Prime Minister Keir Starmer of their countries' intention to recognize the State of Palestine next September, as a confirmation and fundamental support for the Palestinian people's right to self-determination and the establishment of their independent state. He urged all states that have not yet recognized the State of Palestine to fulfill their duty by recognizing the State of Palestine and supporting its full membership in the United Nations, considering this a fundamental pillar for protecting the two-state solution and achieving peace and stability in the region.

He also reaffirmed the OIC's unwavering commitment to supporting UNRWA, calling for political support, sustainable funding, and legal protection. He emphasized the need for UNRWA to continue its vital and irreplaceable role, as it embodies a political, legal, and humanitarian commitment to Palestinian refugees, protecting their rights, and providing for their basic needs.

The Secretary-General expressed the OIC's readiness to work with all international partners to transform our collective goals and commitments into practical, irreversible steps to achieve justice and peace through the implementation of the two-state solution, leading to an end to the illegal Israeli occupation and colonial settlement of the occupied Palestinian territory, and enabling the Palestinian people to exercise their inalienable rights, including the right to self-determination and the establishment of a sovereign state on the June 4, 1967 borders, with East Al-Quds as its capital, and the right of return of refugees in accordance with relevant United Nations resolutions.

The conference, which runs from July 28 to 30, is being attended by a large number of ministers and senior officials from UN Member States, international and regional organizations, specialized UN bodies, and civil society institutions. The conference will issue a final document outlining the practical steps and measures required by participating states and international organizations to implement the two-state solution, end the Israeli occupation, and realize the sovereignty of the State of Palestine in accordance with relevant UN resolutions.
