EU threatens action as Israel fails to uphold Gaza aid pledges

The European Union's foreign policy chief, Kaja Kallas, says "all options are on the table" if Israel fails to deliver on its pledges to facilitate humanitarian aid in Gaza.

Kallas said in a post on X on Tuesday that Israel's "killing of civilians seeking aid in Gaza is indefensible."

The EU's top diplomat said she spoke with Israeli Foreign Minister Gideon Saar "to recall our understanding on aid flow and made clear that the IDF (Israeli forces) must stop killing people at distribution points."

Earlier this month, the European Union said it had reached an agreement with Tel Aviv to allow greater access to Gaza.

"All options remain on the table if Israel doesn't deliver on its pledges," Kallas warned.

According to a document prepared for EU member states and seen by Reuters, the options include suspending the EU-Israel Association Agreement — which governs trade relations — as well as lesser measures such as halting technical cooperation projects.

European Commission President Ursula von der Leyen also wrote on X: "Civilians cannot be targets. Never."

"The images from Gaza are unbearable," she said. "Civilians in Gaza have suffered too much, for too long. It must stop now. Israel must deliver on its pledges."

Between May 27 and July 21, Israeli forces killed at least 1,054 Palestinians while they were trying to access food at so-called aid distribution points established by the US and Israel, the UN Human Rights Office said Tuesday.

"Palestinians in Gaza are dying of starvation or by bullets from the Israeli army while trying to get food,

"The horrific physical and psychological deaths and suffering caused by hunger are the result of Israel's interference in aid delivery and the militarization of humanitarian assistance," the statement said.

On Monday, the foreign ministers of 28 nations and the EU's humanitarian aid commissioner condemned Israel for "the drip feeding of aid and the inhumane killing of civilians, including children."
