
Press Release by the Ministry of Foreign Affairs of the Republic of Cyprus regarding the UN Secretary-General's Reports on his Mission of Good Offices and the United Nations Peacekeeping Force in Cyprus

The Ministry of Foreign Affairs of the Republic of Cyprus welcomes the Secretary-General's unwavering commitment to continue his efforts to resume the negotiation process, with the goal of achieving a viable and comprehensive solution based on the agreed framework and the relevant United Nations (UN) Security Council Resolutions.
The Government reiterates its readiness for the immediate resumption of negotiations within the framework defined by the UN Security Council Resolutions and is working methodically to create the necessary conditions for this purpose. In this context, it attaches particular importance to the implementation of the agreements reached during the informal meeting in extended format last March, in view also of the upcoming meeting in New York on 16-17 July.
The Government fully shares the concern expressed by the Secretary-General regarding the developments in the fenced area of Varosha. The Secretary-General reiterates Türkiye's responsibility and emphasises that the position of the UN, as set out in Security Council Resolutions 550 (1984) and 789 (1992), remains unchanged. He further underscores the importance of Türkiye's full compliance with the aforementioned Resolutions.
Regarding the situation in the buffer zone, the Ministry of Foreign Affairs notes the recording once again, in the Report on UNFICYP, of violations by the occupying army, within and near the buffer zone and in its vicinity, which aim to undermine the territorial integrity of the Republic of Cyprus and to impose new faits accomplis on the ground.
At the same time, however, the Ministry of Foreign Affairs expresses disappointment with the longstanding tendency of the UN to maintain an equidistant approach, which can unfortunately lead to inaccurate impressions of equivalence between incidents of unequal nature and gravity, namely, serious Turkish military violations, on the one hand, and lawful civilian activities within the buffer zone, on the other hand. Disappointment is also expressed over the failure of the Report to record the continuous strengthening and upgrading of the occupying forces in the occupied areas.
Regarding the humanitarian mandate of the Peacekeeping Force, the Ministry of Foreign Affairs notes the references made to the enclaved, while it underlines the need for UNFICYP to enhance its efforts to ensure dignified living conditions for the enclaved. Similarly, our long-standing position is reiterated on the need for a clear reference to the responsibilities of the occupying power in the efforts to determine the fate of the missing persons and resolve this humanitarian issue.
The Ministry of Foreign Affairs reaffirms its commitment to continued cooperation and close coordination with UNFICYP for the effective implementation of its mandate. The Government will continue to work closely and constructively with the Office of the Good Offices, looking forward to the immediate resumption of the negotiation process, which will lead to a just and viable solution to the Cyprus issue, based on the relevant UN Security Council Resolutions.
