The Baltic states enhance partnership on total defence

Vice Minister of National Defence Tomas Godliauskas with the other Baltic counterparts agreed to step up trilateral cooperation on preparations for total defence at a Baltic Defence Vice Ministers' meeting in Latvia. In light of the shifting security situation, they highlighted the necessity to focus on the readiness of the civilian sector, i.e. civil defence, rather than on military capabilities alone.

"A well-developed and effective mobilization system and Host Nation Support mechanism are key components for implementation of the NATO defence plans and a critical element of deterrence. A trilateral mechanism for coordination of these efforts is a natural extension of our cooperation towards a more secure region," said Vice Minister T. Godliauskas.

Vice Minister agreed to initiate talks on a region-wide generation of the total defence concept. The concept development is planned to identify key areas of trilateral cooperation: planning a coordination of mobilization, provision of Host Nation Support to Allied forces in adherence to the current defence plans, and arrangement of joint mobilization exercises. The listed areas were recognized as a priority and requiring immediate coordination.

Vice Ministers also addressed the necessity to follow-on on the previous joint Baltic military logistics and Host Nation Support exercise. The Baltic states have agreed to step up organization and coordination of such exercises, Lithuania has also invited Estonia and Latvia to send representatives to the national mobilization Exercise Vytis Arch to be held in Lithuania this October. Moreover, the Baltic states have agree to expand the trilateral cooperation in strengthening readiness of the civilian sector to support Allied forces in case of deployment in Lithuania.
