
Denmark, France, Iceland, Norway and United Kingdom to contribute to NATO Forward Land Forces in Finland

Denmark, France, Iceland, Norway and United Kingdom will take part in developing the presence of NATO's Forward Land Forces (FLF) in Finland. NATO defence ministers announced the contribution during the NATO Summit working dinner in defence ministers' session on 24 June 2025.
"Finland and Sweden have had active talks with a number of NATO Allies for some time now concerning their contribution to the FLF in Finland. I am very pleased that such important and close allies will be involved in developing the FLF in Finland. It sends a strong message that Europe bears its share in NATO, and that these five Allies are prepared to strengthen NATO's deterrence and defence in the north," said Minister of Defence Antti Häkkänen.
Sweden will be the Framework Nation for the FLF in Finland. Framework nations play an important role in the planning and building of FLF presence in close cooperation with host nations, contributing nations and NATO.
"Our cooperation with Sweden has run smoothly, and we are glad that the preparations concerning the contributing nations have proceeded as planned," said Minister Häkkänen.
The Forward Land Forces form a part of NATO's peacetime activities. Under normal conditions, multinational troops train and exercise together with national home defence forces. The FLF are part of NATO's operations planning, and should the security situation change, the FLF presence could be scaled up to brigade size. In peacetime, Allies also exercise their ability to rapidly reinforce the troops.
The main presence of the FLF in Finland will be stationed in the regions of Rovaniemi and Sodankylä in Lapland. The FLF in Finland will be inaugurated in 2025.
