Security Made in Poland: Government Boosts National Defense Industry

Republic of Poland - The Chancellery of the Prime Minister

13.06.2025

Poland is investing in its security. Mesko, the country's leading ammunition producer, now manufactures 1 million rounds of small-caliber ammunition per day-five times more than before. This increase is thanks to a new production hall in Skarżysko-Kamienna, which was visited today by Prime Minister Donald Tusk. Investments like this are part of a broader strategy to repolonize the defense industry and reduce dependency on foreign suppliers. The government has announced further multi-billion investments in Polish defense facilities. National security and building independent production capacity are top priorities.

Backing Domestic Manufacturers

Mesko, a world-class and Poland's largest producer of ammunition and rockets, has officially opened its new investment—a small-caliber ammunition production hall. This is part of Project 400, which increases national production capabilities and builds competencies vital to the Polish defense industry.

"Mesko is a source of pride in Poland's defense manufacturing landscape. It produces equipment highly valued around the world. We want such facilities not only to ensure self-sufficiency for the Polish army but also to export to international markets"- said Prime Minister Donald Tusk during a press conference at Mesko's new facility.

Thanks to this new investment, Mesko's production capacity has increased fivefold, reaching 250 million rounds annually, which equals about 1 million rounds per working day.

"Looking at analysis from Ukraine, it warms my heart that we'll finally be self-sufficient not just in small-caliber [ammunition]. I know there are already projects for 155mm. This is a good sign that we're starting to produce that ourselves..." - said General Marek Sokołowski, Commander of the Polish Armed Forces.

The total budget for Project 400 is PLN 466.7 million, of which PLN 400 million comes from the Reprivatization Fund of the Ministry of State Assets.

Building a Secure Poland

Investments in the defense industry and Polish military capabilities are among the government's top priorities. Events such as last night's Israeli attack on Iran highlight the unstable global situation.

"I mention the situation in Iran to underscore how important it is to invest our thinking, money, energy, and time into Polish defense production—and more broadly, into our defense capabilities. Nothing is more important. This is my absolute priority: week by week, month by month, to build a secure Poland. Including through investments like the one here at Mesko, in Skarżysko-Kamienna"- stressed the Prime Minister.

Real defense spending in 2025 is 60% higher than in 2023. These funds are being directed toward army modernization, the best equipment for soldiers, and domestic defense industry growth.

A flagship initiative is the "East Shield" - a National Deterrence and Defense Program, which includes physical fortifications, natural terrain obstacles, cutting-edge anti-drone systems, and detection technologies.

Repolonizing the Defense Industry

Strengthening and repolonizing the Polish economy is a clear government priority. The goal is to import only those products which Poland cannot yet produce independently.

"We are doing everything to reverse the unfavorable proportions in defense spending, which for years heavily favored imports. We spent—and still spend—billions of złoty on goods produced outside Poland. What we see today in Skarżysko-Kamienna, at Mesko, and in many other places across Poland, is substantial progress—but just the beginning" - said the Prime Minister.

This year, the Ministry of State Assets will allocate PLN 2.4 billion from the Capital Investment Fund for expanding domestic ammunition production.

"Today we have many sources of funding for defense industry investments, but the main driver of progress and modern weaponry for the Polish army remains the state budget and decisions of the Polish government" - said Adam Leszkiewicz, CEO of the Polish Armaments Group (PGZ).

Thanks to consistent support for the domestic economy, Poland is implementing the "Miecznik" program—the construction of modern frigates for the Polish Navy. This project is carried out in close collaboration with private Polish shipbuilders, strengthening the national industrial base and restoring the significance of Polish shipyards.

Production of Borsuk infantry fighting vehicles now reaches nearly 40 units annually, and Rosomak armored personnel carriers are being manufactured at a rate of up to 100 units per year.

At Mesko, production of Piorun missiles will also be increased—100 more units annually than before. These are tangible gains for Polish factories and jobs. A new wave of economic and social vitality is returning to firms such as Autosan in Sanok and Jelcz—symbols of Poland's industrial tradition now regaining their former strength.
