Announcement by the Ministry of Foreign Affairs of the Republic of Cyprus regarding the activation of the Special National Plan ESTIA

In light of the escalating developments in the region, and following the activation of the Special National Plan ESTIA, the Minister of Foreign Affairs of the Republic of Cyprus, Dr Constantinos Kombos, convened today Friday, 13 June 2025, the Ministerial Crisis Management Team, comprising the Minister of Foreign Affairs, the Minister of Defence, the Minister of Interior and the Minister of Justice and Public Order. Also participating in the meeting were the Minister of Transport, Communications and Works, the Deputy Minister of Tourism, the Government Spokesperson, the Chief of Police and the Chief of the National Guard.

The Ministerial Team examined the procedures for implementing the Special National Plan ESTIA. In addition, the situation regarding the closure of airspace by various countries and the diversion of flights to the Republic of Cyprus was reviewed.

The Ministerial Team was briefed on the rerouting of 29 flights to the Republic of Cyprus, 20 of which landed at Larnaka International Airport, and 9 of which landed at Pafos International Airport. In total, 2,427 passengers disembarked, 979 of which at Larnaka Airport and 1,448 at Pafos Airport.

The Crisis Management Directorate of the Ministry of Foreign Affairs of the Republic of Cyprus, and representatives of other services involved in the implementation of the Special National Plan ESTIA are in constant communication for the coordinated handling of developments.

The Special National Plan ESTIA is the National Action Plan of the Ministry of Foreign Affairs of the Republic of Cyprus, which is activated in case of emergency or crisis, to allow for the safe evacuation of civilians from a nearby crisis area (from the wider Middle East region) through the Republic of Cyprus.
