Government decided on national model for host nation support

On 28 May 2025, the Government issued a resolution on the national model for host nation support.
Host nation support (HNS) means the measures taken by the authorities or other actors of a host nation to support the operating conditions of another state's military forces during normal and emergency conditions.
"The national model for host nation support will improve Finland's security and our defence capabilities. In future, Finland will support the forces of NATO and its allies operating in our territory as they were our own. This means that we will extend total defence support to them as well. With this model, we will ensure that the forces of our allies operating in Finland will get the best possible support and will be able to act in all kinds of situations," Minister of Defence Antti Häkkänen says.
The national model for host nation support describes the general principles of the planning and provision of host nation support, the related responsibilities at the Government level, and the implementation and coordination practices. The model also comprises bilateral and multilateral cooperation. The model was formulated to serve as the foundation for the planning, implementation and coordination of host nation support by the ministries, authorities and other parties.
