Europe Unites Around Security

Republic of Poland - The Chancellery of the Prime Minister

27.03.2025

Prime Minister Donald Tusk took part in a meeting in Paris bringing together 30 Western leaders focused on peace and security in Ukraine. Alongside the head of the Polish government, leaders from Germany, the United Kingdom, Italy, Turkey, and Norway arrived in the French capital. President Volodymyr Zelensky was also present. Donald Tusk once again emphasized that no one expects Poland to participate in a peacekeeping mission in Ukraine.

Paris: A Joint Strategy for Security

The summit of countries involved in establishing security guarantees for Kyiv—should a potential truce with Russia occur—has concluded in the French capital. The Paris meeting continues the February and March discussions among Western leaders on defense guarantees for Ukraine and the whole of Europe.

"The meeting was a positive summary of the changes that have occurred in Europe in recent years and months [...]. All leaders demonstrated a notably visible common sense, pragmatism, and determination. [...] I felt that today we truly form a community in our support for Ukraine and our stance on Russia," assessed Donald Tusk following the talks in Paris.

Western leaders presented a unified stance on the need to assist Ukraine, impose sanctions on Russia, and maintain the strongest possible relationship with the United States.

"We are all aware that the North Atlantic Alliance and Europe are safe only when cooperation with the USA is at its highest possible level," emphasized the Polish Prime Minister.

Donald Tusk also noted that one of the consequences of Russia's aggression against Ukraine is Europe's changed attitude toward Moscow.

"Europe has lost all illusions about Russia. It is no longer naive and has started to believe in the need to build its own strength," observed the Prime Minister.

The best guarantee of peace for Poland, Europe, and Ukraine will be strength, determination, and joint action. It is also important to recognize that Europe and most NATO countries are effectively working to stabilize the geopolitical situation in the region. Poland plays a key role in this effort.

Security of Poland's Border Is Security for Europe

Today, Poland is investing in its own security, and at the same time, in the security of Europe. We are among NATO's leaders when it comes to military spending. We are also strengthening the defense of our eastern border and expanding our defense training programs.

"Poland will effectively support efforts for peace and stabilization if we successfully defend our border, which is the eastern border of NATO and the European Union. Everyone has finally understood this. [...] Russia should also see that all of Europe is investing its resources and funds in defending its eastern border," emphasized the Prime Minister.

Changes in this area are already visibly taking shape. The European Parliament has highlighted Poland's "East Shield" project as a key European initiative that ensures protection of the eastern border with Russia and Belarus. Poland has already received initial approvals for funding the project from European funds. We are also the first in Europe to introduce changes that will allow funds from the National Recovery Plan to be used for defense and security purposes.

Good Polish-French Relations

During his visit to Paris, Prime Minister Donald Tusk also held a one-on-one meeting with President Emmanuel Macron.

"We discussed Polish-French relations. We're slowly finalizing a treaty between Warsaw and Paris. I hope we will be ready to sign it soon," announced the head of the Polish government.

The treaty currently being developed could be groundbreaking and become one of the pillars of a joint European security system. For Poland, this means further strengthening its position as a reliable partner and a leader in strategic change.
