
Joint Declaration on Enhanced Defence Cooperation between Denmark and Finland on 4 March 2025

As close Allies and Nordic neighbours, Denmark and Finland will continue to develop and enhance defence cooperation based on shared values and mutual security interests.
The Memorandum of Understanding on bilateral defence cooperation, signed by the Ministers of Defence today, reflects the ever closer partnership between Denmark and Finland. This partnership has been further strengthened by Finland's accession to NATO and Denmark's decision to join the EU cooperation on security and defence.
The security situation in Europe and globally is changing rapidly, not least as a consequence of Russia's full-scale invasion of Ukraine in February 2022. This underlines the need for deeper defence cooperation, also bilaterally. Denmark and Finland remain committed to cooperate closely on supporting Ukraine and strengthening our collective security.
A stronger bilateral defence cooperation between Denmark and Finland will contribute to European security and support existing cooperation within the framework of NATO, EU, the Nordic Defence Cooperation (NORDEFCO), the Joint Expeditionary Force (JEF), and other frameworks for cooperation.
Bilaterally, Denmark and Finland intend to enhance defence cooperation in a number of areas, including, but not limited to:
• NATO's Deterrence and Defence in the Nordic and Baltic Sea region: Denmark and Finland will enhance operational cooperation within NATO and NORDEFCO to reflect the new security situation in Europe with a particular emphasis on cooperation in the Nordic and Baltic Sea region.
• Maritime cooperation: Denmark and Finland will continue to enhance maritime cooperation and coordination, especially in the Baltic Sea region. This line of effort includes protection of critical infrastructure.
• Military exercises and training: Denmark and Finland will continue to participate in exercises in NATO, NORDEFCO and JEF. Denmark and Finland will work to enhance operational cooperation through exercises to strengthen interoperability and competencies.
• F-35: Denmark and Finland will continue to deepen cooperation on F-35 to support interoperability. This could include education, exchange of personnel and joint training. Furthermore, Denmark and Finland will encourage strengthened cooperation between relevant Danish and Finnish companies that contribute to the maintenance of the F-35s in order to benefit from economies of scale. Such efforts can be supported by the Danish and Finnish defence acquisition organisations.
• Military acquisitions: Denmark and Finland will explore opportunities to coordinate acquisition of military capabilities and equipment of mutual interest to enable interoperability and accelerate timelines. This could include joint procurement.
