
Activities and Meetings of the Minister of Foreign Affairs on the Second Day of Participation in the Munich Security Conference

Minister of Foreign Affairs Emil Hurezeanu participated on Saturday, February 15, 2025, in the second day of the International Security Conference in Munich and in events on its margins, as well as in a series of bilateral meetings.
The Romanian Minister of Foreign Affairs had meetings with US Senators Jane Shaheen, James Risch and Christopher A. Coons. The main topics of discussion were the security situation in the Black Sea region, as well as ways to capitalise on the Romania-US Strategic Partnership to strengthen cooperation in the economic field, with a focus on the energy component and to continue to support Ukraine and participate in the reconstruction process. In this context, the Romanian official stressed the importance of strengthening defence and deterrence on the Eastern flank, including through the continuation of the robust US presence in our country. Foreign interference in the 2024 presidential elections in Romania and the preparation of measures to prevent the repetition of foreign interference were also discussed.
Romanian Minister of Foreign Affairs Emil Hurezeanu also attended a meeting organized by the British Minister of Foreign Affairs, David Lammy, and the Italian counterpart, Antonio Tajani, on the topic of combating illegal migration. The Romanian Minister of Foreign Affairs confirmed the constant attention that Romania gives to the evolution of migrant flows and stressed that managing the external dimension of migration, which aims at cooperation with countries of origin and transit, is a key factor for reducing illegal migration, by addressing the root causes of migration, combating migrant smuggling networks and fostering legal migration.
The head of Romanian diplomacy also took part in a discussion on the perspectives of the war of aggression launched by the Russian Federation against Ukraine, organised by the Victor Pinchuk Foundation and Yalta European Strategy. Discussions highlighted the need for a just and lasting peace, based on the UN Charter and the principles of international law, as well as solid and credible guarantees for Ukraine.
As part of the programme of bilateral meetings, the head of Romanian diplomacy had a meeting with the Minister of Foreign Affairs of the Kingdom of the Netherlands, Caspar Veldkamp. The two officials approached aspects of the bilateral agenda, as Romania and the Netherlands celebrate 145 years of diplomatic relations this year. A priority of the discussion was the investigation into the theft of Dacian treasures, which took place last month at the Drents Museum in Assen. The Dutch side reassured that all efforts are made to recover the pieces, in close collaboration with the Romanian side.
Also, Minister of Foreign Affairs Emil Hurezeanu had a meeting with his Ukrainian counterpart Andrii Sybiha. The two officials had a broad overview of the main topics of the Romanian-Ukrainian political-diplomatic dialogue, including the rights of persons belonging to national minorities, as well as the level of contacts expected for 2025 The Romanian Minister reaffirmed Romania's support for Ukraine's independence, territorial integrity and sovereignty and insisted on the legitimate right of the Ukrainian people to achieve a just and lasting peace with the direct participation of Ukraine, but also of the neighbouring states with which it shares the same vision. The Minister of Foreign Affairs of Ukraine presented the objectives of the authorities in Kiev in this regard.
The meeting with his Azerbaijani counterpart, Jeyhun Bayramov, provided an opportunity to exchange views on topical issues on the international agenda, in particular the security situation, but also connectivity projects in the wider Black Sea region and the South Caucasus. The Romanian Minister of Foreign Affairs reiterated Romania's firm support for the deepening of EU-Azerbaijan relations and the normalization of relations between Azerbaijan and Armenia, through a sustainable, negotiated settlement of all pending issues in accordance with the principles of international law.
The meeting with Deputy Prime Minister and Minister of Foreign Affairs and Expatriates of the Hashemite Kingdom of Jordan, Ayman Safadi, occasioned a discussion on the state of bilateral relations, with a focus on strengthening the upward dynamics of bilateral dialogue and intensifying economic and sectoral cooperation. The heads of the two diplomacies also exchanged substantial views on the security context in the Middle East, with a focus on the situation in the Gaza Strip and developments in Syria.
During Minister Hurezeanu's discussions with the Minister of Foreign Affairs of the Republic of India, Dr. Subrahmanyam Jaishankar, both Ministers expressed their satisfaction with the progress made in the development of bilateral relations and confirmed their commitment to strengthening cooperation in areas of mutual interest, with a focus on economic relations and sectoral cooperation, with priority being given to energy, IT and manufacturing. At the same time, the meeting provided the opportunity for an exchange of views on regional and global issues of common interest, in light of recent security developments.
The Romanian official also had a meeting with his Filipino counterpart, H.E. Enrique Manalo. The Romanian Minister of Foreign Affairs expressed appreciation for the decision of the Philippine side to reopen the Embassy of the Republic of the Philippines in Bucharest and reiterated the invitation to the Philippine Minister to visit Romania on the occasion of the official opening ceremony of the Embassy. The two dignitaries noted the potential for deepening bilateral sectoral cooperation and discussed topics on the complex regional and international agenda, such as security developments in the Black Sea region and the South China Sea, respectively.
At the same time, Minister Emil Hurezeanu had a bilateral meeting with his Serbian counterpart, Marko Djuric. The topics on the bilateral agenda were discussed, with a focus on interconnectivity projects - transport and energy, the situation of national minorities, the regional status, as well as the European path of Serbia. The two ministers reaffirmed their commitment to boost bilateral cooperation in all areas of interest was reconfirmed, based on mutual values and interests, the status of neighbouring countries and Serbia's aspirations to join the EU, especially in the current volatile regional and geopolitical context.
Minister Hurezeanu had a meeting with the State Minister for European and International Relations of Bavaria, Eric Beißwenger, during which the two officials commended the excellent level of Romanian-Bavarian relations, which are boosted by the German minority in Romania and the Romanian community in Bavaria, the largest community of foreigners in this state. The Romanian dignitary conveyed the interest in strengthening bilateral cooperation, including through increased Bavarian investment in the Romanian economy.
During the meeting with the President of the European Jewish Congress, Ariel Muzicant, topics of common interest were addressed regarding Romania's commitment to combating anti-Semitism and preserving the memory of the Holocaust.
