Prime Minister's Office-Tekuma Authority Joint Statement: Government Approves Outline of the Tekuma Authority Multi-Year Plan, which will Lead to the Growth and Prosperity of the Area Adjacent to the Gaza Strip

The Government, today , approved the outline for the strategic multi-year plan to rehabilitate and develop the 'Tekuma' region and its population in order to provide a budgetary anchor and tools for the Government of Israel's commitment to facilitate the strengthening of the region for the local authorities, communities, families, residents and the entire State of Israel. The outline, which was formulated in cooperation with the local authorities and communities in the region, will lead to the safe and lasting renewal and development of the region with significant demographic growth, which constitutes a prosperous and attractive focus and magnet for economic resilience, quality education, investments, and advanced and innovative agriculture.

The framework of the plan constitutes an infrastructure and broad budgetary framework for five years, 2024-2028, up to NIS 18 billion that will lead to the most optimal rehabilitation of the area adjacent to the Gaza Strip alongside the anchoring of unique planning and implementation mechanisms that will enable 'green tracks.' With the approval of the framework, the Authority will formulate a detailed multi-year, long-term roof plan that will be published in 100 days and will combine the five-year plan for rehabilitating and developing the region and the anchoring of the implementation mechanisms for the Authority and the local authorities with emphasis on strengthening the capability and power of the authorities in the final planning. Additionally, the Authority is working to advance draft legislation that will be circulated in 60 days and will anchor - inter alia - the uniqueness of the region.

Prime Minister Benjamin Netanyahu:

"We are building and investing in our communities. In the area adjacent to the Gaza Strip, at the start of the war we established the 'Tekuma Authority'. We provided a massive budget to rebuild the communities and to ensure that nobody will be left behind. We are engaged not just in rebuilding the cities, the rural communities and the local and regional councils, but that they will flourish and prosper for generations and surpass what was.

We are committed to investing in education, employment, social services, assistance for evacuees, agriculture, businesses and every field. I would like to commend all those who are engaged in this important work, which we will submit to the Government today. The wheat is being sown in the kibbutzim in the area adjacent to the Gaza Strip - and it will grow."

"Prime Minister Netanyahu's decision to establish the Tekuma Authority is an important decision that will lead not only to the rehabilitation of the communities in the area adjacent to the Gaza Strip but mainly to their prosperity and development for generations. Approval by the Government today will ensure that nobody is left behind. I thank everyone who took part in the difficult work on behalf of the residents of the area and for the benefit of all citizens of Israel."

"Approval of the outline for the multi-year strategic plan for the rehabilitation and development of the area adjacent to the Gaza Strip is a message of hope for the local authorities, the communities, the families, the residents and the entire State of Israel. The decision anchors the commitment of the Government of Israel to strengthening settlement in the Tekuma region as part of the understanding that the area adjacent to the Gaza Strip is a test for the entire nation. The residents of the region endured an unbearably difficult trauma and we, as a country, are obligated to look after them. We must invest maximum resources in order to care for and rehabilitate the region and make it prosper so that it will be an example for countries around the world and in order to anchor the region's unique character and define it as a national focus area.

The outline for the plan was formulated in full cooperation with the local authorities, communities of the region and the various Government ministries, and centers on the renewal, upgrading and expanding the physical and mental life environment; economic strengthening and development in order to quickly rehabilitate the area and its residents; advancing and developing advanced agriculture in the region, and strengthening and developing the local authorities. We will continue to work together will all of the relevant partners in order to strengthen the confidence, resilience and hope of the communities and residents. This is a national mission and we can do it."
