Yet another infrastructure development project at Rukla to benefit Lithuanian and Allied militaries

The design phase of administrative, residential, training and logistical supply infrastructure project Upper Neris Terrace begins in the ongoing joint Lithuanian-German long-term infrastructure development at Rukla. It will deliver military infrastructure for the Artillery and Logistical Support Battalions of the Infantry Brigade Iron Wolf and the NATO enhanced Forward Presence Battalion Battle Group.

"We are implementing a fundamental military infrastructure refurbishment in Lithuania. Our aim is to build a full-fledged infrastructure for Allied forces and the Lithuanian military. It is Lithuania's Host Nation Support commitment. Infrastructure development is also inevitable regarding the Lithuanian Armed Forces combat power growth and a more effective national defence," says Minister of National Defence Arvydas Anušauskas.

The project will provide the capacity to host 3 thousand troops, 1 thousand of the Lithuanian Iron Wolf Brigade military and 2 thousand of the NATO eFP BG. The Upper Neris Terrace at Rukla will include administrative, residential , logistical infrastructure, as well as sports, training and exercises premises, a medical facility, mess-hall, leisure and spiritual wellbeing spaces, as well as all necessary sewage and water system and roads.

The starting design worth of approx. EUR 6 million will be implemented by the Turkish company Denzay. Lithuania will halve the cost with Germany. The approx. EUR 300 million worth construction phase is planned to be completed over 2025-2027. The project is implemented via the NATO Support and Procurement Agency (NSPA).

The Upper Course Neris Terrace is not the only large-scale project implemented in Rukla. The permanent logistical support facility nearby to serve the Germany-led NATO eFP BG needs is already halfway through. The base will ensure maintenance and storage for Allied vehicles, equipment and supplies, and personnel workspace. The constructions have begun last August and a planned to be completed in March 2025. The project is financed by Germany and carried out by German company FEPS while 15 subcontractors are Lithuanian constructions companies. Just like the Upper Neris Terrace, the project is processed via the NSPA.

The Ministry of National Defence prioritizes Host National Support infrastructure in the infrastructure development efforts: new vehicles and ammunition storage and maintenance infrastructure and personnel service conditions improvement.

Infrastructure development benefits Lithuania's economy: over 60of the funding remains in Lithuania as barracks and warehouses, roads in military training area and units are frequently built by Lithuanian companies.
