Foreign Ministry Spokeswoman Maria Zakharova's comment on positive trends in inter-state relations of the Gulf region countries

On April 12, representatives from the Kingdom of Bahrain and the State of Qatar met in Riyadh, where they announced an agreement to restore diplomatic relations between the two countries. The relevant statement by the Qatar Foreign Ministry stresses that the step confirms the mutual desire of Doha and Manama to develop bilateral relations, promote integration and strengthen the unity of the Gulf countries in accordance with the goals stated in the Charter of the Cooperation Council for the Arab States of the Gulf (GCC), to respect the principles of equality and neighbourliness, national sovereignty, independence and territorial integrity.

Moscow welcomes the normalisation of relations between Bahrain and Qatar. We are confident that this will contribute to the overall improvement of the situation in the Gulf region and fostering an atmosphere of trust and mutually beneficial cooperation there.

We believe that consolidating the positive trends in the development of the situation in this strategically important area of the world will encourage further rapprochement between Riyadh and Tehran. We hope that the action plan agreed upon by the parties at the meeting of Iranian and Saudi foreign ministers in Beijing on April 6 to normalise interstate relations, including the appointment of ambassadors, will be implemented in full within the envisaged timeframe.

For our part, we will continue to make consistent efforts to help further improve the situation and bring about reliable peace, stability and sustainable development of the Gulf region. The Russian conceptual proposals for the creation of a collective security system in the Persian Gulf, updated in August 2021, are aimed at achieving these goals.

Our initiative is focused on working out, jointly with interested countries, of a long-term programme of consolidated actions, including the development of mechanisms for dispute resolution and conflict management, and defining the main reference points and parameters of the future architecture of interstate collaboration in the Gulf region. The document provides for the establishment of multilateral coordination in the political and military sphere and the promotion of economic, cultural, humanitarian, environmental and other ties. In this connection, we are open to suggestions from our partners on ways to improve the document, which is in fact an invitation to constructive dialogue on ways of achieving long-lasting normalisation of the situation in the Persian Gulf.
