On February 7, the UN Security Council held one of the signature events of Russia's Council presidency: a debate on General Issues Relating to Sanctions: Preventing Their Humanitarian and Unintended Consequences. The reports were made by Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo and Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths. Both Council members and representatives of the countries under UN Security Council sanctions put forth their positions during the subsequent debate.

The substantive discussion covered a broad range of issues related to the consequences of sanctions for the socioeconomic situation in the targeted countries, especially in light of the dramatic conditions created by the coronavirus pandemic.

The event has been positively assessed by the UN Secretariat and the majority of the UN member states. Nearly all of them have pointed out the timeliness of the discussion and the need to make sanctions more humane as well as to improve the humanitarian exemption mechanism.
