NAVFAC Southwest Awards a $240 Million Contract for Airfield Paving

SAN DIEGO (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southwest awarded a $240 million contract for airfield paving, new construction, renovation, and repair at various locations within NAVFAC Southwest's area of responsibility (AOR), Sept. 17.

'This [contract] was urgently needed, as the previous contract was exhausted in 18 months,' said Carol Davis, NAVFAC Southwest project manager for this project. 'The number of airfield repair projects has increased significantly in the past few years, and is expected to maintain a high volume of work as the bases maintain their airfield infrastructure. This contract will provide continued support for these critical projects.'

California based companies Pave-Tech Inc. of Vista, Coffman Specialties Inc. of San Diego; Baldi Bros. Inc, of Beaumont, Granite Construction Co., of Watsonville, and Reyes Construction Inc. of Pomona were the businesses who were awarded contracts.

The types of projects may include runway, taxiway, apron, and support areas for use by aircraft. Pave-Tech Inc. was awarded a task order at $277,108 for repair of the helicopter simulated flight deck at Marine Corps Air Station Miramar, San Diego. Work for this task order is expected to be completed by the summer of 2016.

'The selected contractors have all demonstrated the specialized experience, past performance, and safety required to successfully perform this type of work,' said Davis.

NAVFAC Southwest's AOR includes California, Arizona; Nevada, Utah, Colorado, and New Mexico. The terms of the contracts are not to exceed 60 months, with an expected completion date by summer 2020. Fiscal year 2015 operation and maintenance (Navy and Marine Corps) contract funds in the amount of $297,108 are obligated to this contract.

NAVFAC Southwest is the contracting activity. This contract was competitively procured as a full and open unrestricted procurement with a Historically Underutilized Business Zone price evaluation preference in accordance with Federal Acquisition Regulation 52.219-4 and one reserve for small business via the Navy Electronic Commerce Online website, with eight proposals received.

NAVFAC Southwest personnel working on this project include Project Manager Carol Davis, Contract Specialist Chad Slade, Civil Engineer Ken Simmons, Central Integrated Products Team Project Manager Tony Lopez, and Capital Improvements Core Airfield Pavement Engineer Rauri McGee.
