USS Lassen Successfully Completes New Payment Process

DONGHAE, Republic of Korea (NNS) -- The guided-missile destroyer USS Lassen (DDG 82) successfully demonstrated the Secretary of the Navy's new initiative to pay husbanding service providers (HSP) using a new process, called procure to pay (P2P) proof of principle (PoP) process, during a port visit in Donghae, March 12-13.
The new processes are part of a larger value stream that includes husbanding support activities which provides end-to-end acquisition support for port visit husbanding services, and associated payment activities. The process emphasizes financial management and ties back to funding and requirement identification activities integrated with associated contracting support processes.
'The implementation of the new procedure will ensure maximum fiscal accountability and audit readiness, and ensure the bill pay process is done efficiently, accurately and on-time,' said Capt. Paul Filardi, Commander, Task Force (CTF) 70's assistant chief of staff for Maintenance, Materiel, Logistics and Readiness.
The HSP P2P PoP procedures were the second of a series of tests to be conducted across fleets, and will ensure Financial Improvement Audit Readiness (FIAR) while removing afloat HSP bill payment workload.
The procedures, 'will normalize having a more transparent process at all levels,' said Cmdr. Michael A. Smith, Lassen's commanding officer.
The new process provides a mechanism to remove HSP bill payment from ships in a manner that is flexible and scalable to fit all ship classes, and conducive to both efficient and effective delivery of port services.
'Over the last few years the Department of Defense has implemented quite a few changes to government spending and record keeping,' said Lt. Michael Valle, Lassen's supply officer. 'This new initiative furthers that goal while ultimately reducing the burden placed on deployed personnel. I'm excited to be a part of the pilot program and look forward to the end result of a more efficient yet accountable execution of tax payer dollars.'
U.S. Navy ships use husbanding services during port visit to provide necessities needed such as water, food, electricity, phone lines and transportation.
Lassen is currently on patrol in the U.S. 7th Fleet area of operations promoting maritime security in the Indo-Asia-Pacific region. Lassen is one of seven Arleigh-burke class guided-missile destroyers assigned to Destroyer Squadron 15 and is permanently forward-deployed to Yokosuka, Japan.
