NORFOLK (NNS) -- The Naval Sea Systems Command formally established a Forward Deployed Regional Maintenance Center (FDRMC) at Naval Support Activity Naples, Italy, during a stand-up ceremony, June 30.
Prior to the center's establishment, the command served as a regional maintenance detachment that reported to Norfolk Ship Support Activity, headquartered in Norfolk, Virginia. Under the new command structure, FDRMC's new commanding officer, Capt. Jerome 'Jerry' Zinni, will continue to coordinate maintenance efforts in Naples, oversee detachments in Spain, Bahrain and report directly to the Navy Regional Maintenance Center commander.
'With FDRMC co-located with some of our forward-deployed ships and nearer our regional maintenance center detachments, we are providing the fleet with a single point of management and oversight that will enhance our ability to support their specific maintenance needs as they emerge,' said Commander, Navy Regional Maintenance Center (CNRMC), Rear Adm. Bill Galinis. 'FDRMC will improve the Navy's coordination and integration of maintenance for forward-deployed ships serving in the 5th and 6th Fleet areas of responsibility.'
FDRMC will provide the sustainment, fleet technical assistance and voyage repair of naval ships and craft for the 5th and 6th Fleets. It will also provide diving and salvage coordination for underwater ship husbandry, hull cleaning, emergency ship salvage material, oil spill response and contingency operations.
'We have developed a nexus among our Navy's forward-stationed maintenance centers in Naples, Rota, Spain and Manama, Bahrain, that will soon allow us to maintain cognizance of the health and readiness of surface fleet operating in these regions,' said Galinis. 'This capability, in turn, will allow us to level-load the maintenance and repair work of our forward deployed ships to help them maintain optimal mission readiness.'
Prior to assuming command of the FDRMC, Zinni served as the director of operations and executive officer for the Supervisor of Shipbuilding (SUPSHIP), Conversion & Repair in Bath, Maine, where he assisted in overseeing the design and construction of five Navy ship classes at four private shipyards across the country. Ashore, he has also worked at the Ship Repair Facility in Yokosuka, Japan, and the Program Executive Office for Ships in Washington, D.C. At sea, Zinni has served aboard USS Austin (LPD 4), USS Defender (MCM 2), USS Kitty Hawk (CV 63) and Special Boat Unit Eleven.
Zinni is a 1988 graduate of the University of Rochester, in Rochester, New York, where he received a Bachelor of Arts degree in Political Science.
CNRMC is responsible for the operations and management oversight of the Navy's regional maintenance centers in their execution of surface ship maintenance and modernization.
