The government of President Hamid Karzai has accused foreign intelligence services of masterminding the recent deadly attack in the Afghan capital, Kaubl.

Afghanistan's National Security Council (NSC) said in a statement on Sunday such sophisticated and complex attacks were not the work of ordinary Taliban, adding "without doubt foreign intelligence services beyond the border are behind such bloody attacks."

The statement fell short of making a reference. However, President Karzai has frequently accused the US of colluding with the Taliban militants.

Friday's bomb and gun attack on a Lebanese restaurant popular with foreigners in Kabul claimed 21 lives. Reports say 13 foreign victims including three UN staffers were among the dead.

Casualties occurred when a bomber blew up his explosives outside the restaurant packed with affluent Afghans and foreigners. The militants also attacked the building and opened fire on the people there.

The Taliban were quick to claim responsibility for the attack which was followed by exchange of fire.

Foreign embassies and US-led military bases have come under several major attacks across the war-ravaged country over the past few months

There has been a surge in the number of militants' assaults against Afghan forces, foreign troops and civilians in the war-torn country in recent months. US-led troops and Afghan forces are also falling prey to Taliban attacks on an almost daily basis.

The United States and its allies invaded Afghanistan in October 2001 as part of Washington's so-called war on terror. The offensive removed the Taliban from power, but the foreign troops have not been able to establish security in the country.
