Fleet Emission Control Operations Tactical Memorandum Released

NORLFOLK (NNS) -- A Fleet Emission Control (EMCON) Operations tactical memorandum (TACMEMO) developed by Navy Warfare Development Command (NWDC)-with input from Fleet operators from numerous commands-is now available through the Navy Doctrine Library System (NDLS).

The Fleet EMCON Operations TACMEMO proposes fleet tactics to counter an adversary's intelligence, surveillance and reconnaissance (ISR) capabilities.

It consolidates existing EMCON doctrine, and codifies carrier strike group (CSG)-level EMCON planning considerations and tactics, techniques and procedures (TTPs). It also provides an introduction to the emerging concept of Signature Control, which allows commanders to approach counter-ISR planning and assessment in a holistic, logical manner.

'Emission control procedures are not a new concept to the Fleet, but our approach has changed in order to effectively counter an evolving adversarial threat,' said Rear Adm. Scott B. Jerabek, commander, NWDC. 'This TACMEMO greatly enhances commanders' ability to plan, execute and assess EMCON operations in a modern maritime environment.'

This publication addresses surface, air and subsurface units-including coalition forces under U.S. tactical control-and will be refined during fleet training and certification events, war games, and limited objective experiments. The TACMEMO is primarily intended for use by tactical commanders afloat and maritime component commanders along with their staffs afloat and ashore. This guidance is also intended to support watchstanders at the task force, task group, and task unit level.
