NAVSUP WSS Contract Receives Award from Secretary of Defense

PHILADELPHIA (NNS) -- A P-3 Orion performance-based logistics (PBL) contract between NAVSUP Weapon Systems Support and Raytheon, McKinney, Texas was recognized by the Secretary of Defense for demonstrated outstanding achievements Oct. 30 at the Aerospace Industries Association Conference in Charleston, S.C.

The Gerald R. Beck Performance Based Logistics Award presented by the Under Secretary of Defense praised the P-3 APS-137 radar system contract for providing the "warfighter with exceptional operational capability through PBL agreements, which are examples of 'better buying power' in action.

The agreement, valued at $120.7 million over 10 years, has ensured the highest level of combat readiness and customer satisfaction since its introduction to the Fleet for 72 P-3 aircraft. Raytheon responsibilities under the contract encompass logistics and inventory management, requirements determination, depot repair and spares production, sustainment engineering, and a reliability growth program, according to the award.

"This agreement solves many current and predicted issues regarding the P-3," said Lt. Cmdr. Keith Klemm, head of the NAVSUP Weapon Systems Support P-3/P-8/S-3 Integrated Weapon Support Team.

"This PBL has been a team effort involving weapons support and contracting, and because of it we have seen dramatic reliability improvement and negligible back orders," he said.

Specifically, reliability improvement has soared 120% and back orders have gone from 40-60 at any given time to almost none, according to Debbie Sabatina, a logistics management specialist for the P-3 program at NAVSUP Weapon Systems Support. Sabatina, who has been with P-3 for 12 years, played an instrumental role in bringing the process from a repair contract to the current PBL awarded in December 2005.

Sabatina and the P-3 team worked closely with NAVSUP WSS's fixed-wing contracting team, primarily consisting of the project's contracting officer, Carol Burke, and contracting supervisor for Fixed-Wing Aircraft Division, Kathy Andrews.

Attending the awards ceremony representing the full NAVSUP Weapon Systems Support PBL Team were Andrews and Larry Garvey from the Supply Chain Solutions office.

A field activity of the Naval Supply Systems Command, NAVSUP Weapon Systems Support (NAVSUP WSS) is the U.S. Navy's supply chain manager providing worldwide support to the aviation, surface ship, and submarine communities. NAVSUP WSS provides Navy, Marine Corps, joint and allied forces with products and services that deliver combat capability through logistics. There are more than 2,000 civilian and military personnel employed at its two Pennsylvania sites. The NAVSUP WSS Philadelphia site supports aircraft, while its Mechanicsburg site supports ships and submarines.
