NAVFAC Far East Awards Singapore Construction Contracts

YOKOSUKA, Japan (NNS) -- Naval Facilities Engineering Command (NAVFAC) Far East awarded multiple award construction contracts (MACC) for general construction projects in Singapore, Sept. 28.

"We are extremely pleased with the award of our Singapore Region MACC," said Public Works Department (PWD) Singapore's Public Works Officer, Lt. Andrew Hayes. "The MACC represents a major tool in our acquisition toolbox that we will utilize to execute all types of construction projects here in Singapore. With the award of this contract, we will be able to provide construction services that directly support fleet operations in this area as well as provide meaningful improvements to quality of life for U.S. Navy Sailors, civilians and their families in Singapore."

P&S Construction, Inc., of North Chelmsford, Mass., ITSI Gilbane of Walnut Creek, Calif., and Desbuild Incorporated of Hyattsville, Md., are each being awarded an indefinite-delivery, indefinite quantity (IDIQ) multiple award design-build construction contract for general construction projects within NAVFAC Far East's PWD Singapore area of responsibility.

Work to be performed may include new construction, renovation, alteration, repair of facilities and infrastructure, roofing, and demolition including, but not limited to: aviation and aircraft facilities; marine facilities; barracks and personnel housing facilities; administrative facilities; warehouses and supply facilities; training facilities; personnel support and service facilities; security level facilities; and abatement and handling of hazardous/regulated materials. Projects may also require comprehensive interior design and incorporation of sustainable features.

P&S Construction, Inc., is being awarded a $470,700 task order for the design and construction of repair and upgrades to Navy Gateway Inn and Suites Bldg. 331 at Ottawa Road, Singapore. Work for this task order is expected to be completed by October 2013.

Each IDIQ contract will consist of one base year with four option years for a maximum of 60 months. The base year and each option year will have a maximum dollar value of $4 million for each 12-month period, or a total maximum value of $20 million for all contracts, for a maximum of 60 months, whichever comes first.

This contract was competitively procured via the Navy Electronic Commerce Online website, with nine proposals received. The three successful contractors will compete for task orders under the terms and conditions of the awarded contract.

"We are looking forward to working with our new construction partners to continue providing outstanding facility support to Singapore Area Coordinator, Commander, Logistics Group Western Pacific and other commands in this region," said Hayes.
