Navy Celebrates Renovation of San Diego Barracks

SAN DIEGO (NNS) -- Naval Base San Diego (NBSD) celebrated the completion of a $10.06 million Recovery Act funded renovation of Angelley Hall barracks to LEED Silver standards with a ribbon cutting ceremony Aug. 30.

"I think this project will add to the Sailors quality of life," said Kenneth Daplas, NAVFAC Southwest construction manager for the project. "I think we have built an exceptional landmark - a fine facility that will service the Sailors in this area for decades to come."

Naval Facilities Engineering Command (NAVFAC) Southwest managed the LEED Silver renovation project. Stronghold Engineering Inc. of Riverside, Calif. was the project contractor.

The project renovated Angelley Hall's three wings and core building totaling 77,934 square feet. The three wings have forty-two housing groups. Each group has a common living space and four bedrooms with adjoining bathrooms. The central core building is structured around a main lobby and reception area with manager's office, support spaces, male and female restrooms, and a central mechanical room. A commercial laundry space was added during the renovation.

"This contract has been submitted as a LEED Silver project and is anticipated to receive over 50 LEED points," said Daplas. "Specific LEED accomplishments worth noting include utilizing a grey water collection and filtration system that will eliminate the use of potable water for landscape irrigation and installing an air conditioning system using no CFCs. Water efficient fixtures will reduce interior potable water use by over 20 percent. The contractor diverted over 70 percent of construction waste from local dumps."

LEED (Leadership in Energy and Environmental Design) is a program developed by the U.S. Green Building Council. It is a nationally recognized performance oriented system designed for rating new and existing buildings or groups of buildings based on a variety of Green Building Principles.

NBSD Commanding Officer Capt. F.W. Smith Jr. cut the ribbon with the assistance of Stronghold Engineer Executive Vice President Charles Gossage and NAVFAC Southwest Public Works Officer for NBSD Cmdr. Jeff Lengkeek. Members of the official party also included NBSD Housing Manager Mike Dalvano, Stronghold Engineer Project Manager Patrick Walls, NBSD Housing Director Benito Zales, and NAVFAC Southwest Contract Specialist Carina Hernandez.
