The 19-year-old West Bank resident, driving a stolen taxi, rammed a police vehicle in the early hours of Monday after hitting two pedestrians, Kagalski said.
"The military arrived at the site of what they thought was a car accident, but the Palestinian attacked them with a knife," he said.
One of those attacked is in critical condition and three others are in grave condition, the spokesman said. The other four people suffered light injuries.
The Palestinian was reportedly detained while trying to break into a night club in the city center. He is currently being questioned by police.
Israeli-Palestinian tensions have increased since mid-August following an attack by Palestinian militants on an Israeli bus near the Israel-Egyptian border, in which eight Israelis and seven gunmen were killed.
The Israeli military reiterated with a series of airstrikes on Gaza, and Palestinian militants have fired more than 160 rockets and mortars into Israel. A total of 26 Palestinians and one Israeli were killed as a result, and another 20 Israelis were injured.
