Navy Awards Japanese-funded Guam Realignment Construction Contract

PEARL HARBOR (NNS) -- Naval Facilities Engineering Command (NAVFAC) Pacific awarded an $89.7 million firm fixed-price contract Aug. 11 to Hensel Phelps-Granite JV of Greeley, Colo., for phase one of utilities and site improvement work on Guam at Andersen Air Force Base and Naval Base Guam at Apra Harbor.

The contract is funded by money received from the Government of Japan as part of its direct cash contribution, called 'Mamizu,' to the relocation of Marines from Okinawa, Japan, to Guam. It includes site improvements, clearing, utilities, roadways and other improvements in support of building construction needed to support Marine Corps aviation and waterfront operations.

"We are pleased to make this first award of a Japanese-funded construction project," said Joseph Ludovici, director, Joint Guam Program Office. "It is further evidence of our commitment to the realignment agreement between the United States and Government of Japan. This construction project will also provide opportunities for jobs and economic benefits for the people of Guam."

The utilities will support facilities construction as the buildings will require power, water, sewer, storm drainage, communications, waste and other ancillary utilities. Site improvements such as roadways, sidewalks, gate houses, lighting, clearing, leveling, filling and site remediation are needed first for each site to be able to accept facilities construction.

Work is expected to be completed by February 2014. The contract was competitively procured via the Navy Electronic Commerce Online website. Five competing proposals were received.
