F414 Fleet Support PBL 2011 Renewal Contract Awarded

PHILADELPHIA, Pa. (NNS) -- Naval Supply Systems (NAVSUP) Weapon Systems Support awarded an F414 fleet support performance-based logistics (PBL) fixed price, $437 million contract to General Electric (GE) Aviation, June 30.
The contract delivers supply support for 856 line items of repairable and consumable components of the F/A-18 E, F, and EA-18 aircraft propulsion and power system. This is the tenth aircraft engine PBL contract awarded to date by the unit.
"The F414 FS PBL, along with the F414 depot component support PBL awarded in January, positions the F414 engine program to provide unprecedented levels of material availability to support aircraft readiness," said NAVSUP Weapon Systems Support Operations Director Capt. Paul Verrastro.
"Dr. Carter, Undersecretary of Defense for Acquisition, Technology and Logistics, has challenged our NAVSUP Weapon Systems Support team to innovate, to reinvent, and to greatly improve DOD's buying power," added NAVSUP Weapon Systems Support's director of contracting, Capt. Chris Mosher.
"The F414 FS PBL has delivered the lowest life cycle cost support solution since its awarding in January 2008, and its renewal will further improve upon this outcome by leveraging data generated during Phase 1 performance to better plan and forecast Navy requirements," Mosher continued.
The contract performs through Dec. 31, 2014 and contains demand variation language that delivers wartime surge coverage at no additional cost, while also returning to the Navy a portion of cost efficiencies realized during performance. The award price represents containment of the price of engine support to a level below the prevailing rate of escalation for this hardware and support.
The PBL contract facilitates successful operation of the F414 engine fleet and combines with the F414 depot component support (DCS) PBL contract to deliver significant life cycle cost avoidance per year to the fleet operator by minimizing pipeline investment and maximizing engine time on wing.

Formerly known as the Naval Inventory Control Point (NAVICP), NAVSUP Weapon Systems Support provides Navy, Marine Corps, joint and allied forces with products and services that deliver combat capability through logistics. With over 2,000 civilian and military personnel employed at its two Pennsylvania sites, NAVSUP Weapon Systems Support's Philadelphia site supports aircraft while its Mechanicsburg site supports ships and submarines.
NAVSUP Weapon Systems Support was formerly known as Naval Inventory Control Point (NAVICP), prior to a July 1 name change.
