Integrated Logistics Overhaul Completed Aboard USS Hue City

JACKSONVILLE, Fla. (NNS) -- A six-month Integrated Logistics Overhaul (ILO)was completed onboard USS Hue City (CG 66)March 9.

Naval Supply Systems Command (NAVSUP) and Fleet Industrial Supply Center (FISC) Jacksonville Detachment Southeast Regional Maintenance Center (SERMC) performed the ILO aboard USS Hue City, located in Mayport, Fla.

"The ILO improved Hue City's readiness by providing logistics support that accurately reflected the ship's true equipment and operating needs," said Lt. Cmdr. Joaquin Molina, FISC Jacksonville site director.

"The final product was a reset of her inventory, verification of weapons systems, and validation of all equipment onboard," said Molina.

The ILO involved the removal of nearly 20,000 line items with an estimated value of $17 million from Hue City.

"The Inter-Service Supply Support Operations Program (ISSOP) staff completed the off-load over a five-day period beginning mid-September 2010," Molina said.

"The off-load, on-load evolution is the most visible portion [of an ILO]. It's the in-depth analysis portion that requires the most effort," said Glen Van Vorst, FISC Jacksonville deputy site director.

Once off the ship, ISSOP team members transported the thousands of line items to a warehouse where a 20-person maintenance support analysis team received them.

They also updated the ship's Consolidated Shipboard Allowance Listing (COSAL) designed to ensure logistics support availability for unscheduled corrective maintenance and PMS requirements.

"Updating the ship's records [COSAL] was our main concern," said Buddy Abad, FISC Jacksonville senior logistician.

The updated COSAL was used to revise the ship's weapons system file (WSF), which is maintained at the Naval Inventory Control Point in Mechanicsburg, Pa.

The synchronization of the COSAL and the WSF is been vital to mission success.

"When the ship's repair parts were turned over, the inventory accuracy was 99.8 percent. This team was just outstanding. They went above and beyond, taking the extra step every time to get it right," said Molina.

"As we prepare to support future Carrier Strike Group deployments and the DoD BMD [ballistic missile defense] program, I know our success with this ILO will pay off with huge dividends," he said.

FISC Jacksonville, one of seven supply centers under Commander, Fleet and Industrial Supply Centers (COMFISCS), provides operational logistics, business and support services to fleet, shore and industrial commands of the Navy, Coast Guard, Military Sealift Command, and other Joint and Allied Forces.

Services include contracting, regional transportation, fuel, material management, household goods movement support, postal and consolidated mail, warehousing, global logistics and husbanding, hazardous material management, and integrated logistics support.

COMFISCS comprises more than 5,700 military and civilian logistics professionals, contractors and foreign nationals providing an array of integrated global logistics and contracting services from 110 locations worldwide to Navy and Joint operational units across all warfare enterprises.
