USS Frank Cable Scores Above Average During 3M Assessment

POLARIS POINT, Guam (NNS) -- The submarine tender USS Frank Cable (AS 40) scored above average in a recent Commander, Submarine Force, U.S. Pacific Fleet (COMSUBPAC) Maintenance and Material Management (3M) inspection, Dec. 14.
"Every 24 months an assessment team comes in to look at the overall effectiveness of our 3M program," said Senior Chief Electrician's Mate Manuel Depina, USS Frank Cable 3M coordinator. "They look at how well we conduct both Preventive Maintenance (PMS) and Corrective Maintenance (MDS) and check to see if we are doing it in accordance with the instructions. We have two sets of instructions we must follow- the COMSUBPAC instructions and Frank Cable instructions."
The final score is an average of the different areas covered, such as administrative effectiveness, consolidated shipboard maintenance projects and executive level administration, in the inspection and three scores are possible: below average, average and above average. Deficient areas are identified so they can be amended.
"This should be something we should strive to do, not just in preparation for the certification, but everyday," said Depina. "It should be the norm."
During the certification, 34 work centers were inspected and about 50 spot checks were performed.
"It was an all hands effort," said Boatswain's Mate 1st Class Alvin Donato, Repair department 3M assistant. "The entire crew worked hard to prepare for this inspection. A lot of work center supervisors put in long hours giving training and fixing what minor discrepancies we had, to make sure we were well prepared. Overall, I think it went great."
Cable performs maintenance and support of submarines and surface vessels deployed in the U.S. 7th Fleet area of responsibility.
