Commander Fleet Activities Okinawa Gets Boost to Sustaining Facilities

YOKOSUKA, Japan (NNS) -- Naval Facilities Engineering Command (NAVFAC) Far East awarded combination firm-fixed-price, indefinite delivery indefinite quantity (IDIQ) contracts totaling $27 million to Mitomo Marutaka Joint Venture and Johnson Controls, K.K. (Tokyo) Dec. 10 and 15.

The contracts cover maintenance of facilities and utilities at Camp Shields, Awase Communications Station, Tengan Pier, Naval Station White Beach and naval facilities at Kadena Air Base.

"These contracts will consolidate our preventative maintenance contracts and provide a huge boost to our facility sustainment capability to support Commander, Fleet Activities Okinawa and its many tenants," said Lt. Benny Volkmann, NAVFAC Far East Public Works Department Okinawa public works officer. "Supported commanders will also see a dramatic improvement to response times for service calls."

The facilities contract with Johnson Controls, K.K. maintains equipment such as elevators, heating, ventilation and cooling (HVAC) systems, boilers, fire protection equipment, ventilation ducts in food service facilities and security systems, including vehicle barriers.

According to Volkmann, the new facilities contract reduces the number of vendors from four to just one, reducing administrative requirements and increasing efficiency.

The utilities contract with Mitomo Marutaka Joint Venture includes maintenance of electrical power, backup generator, domestic water and waste water treatment systems.

Both contracts were awarded for one year, with options for four additional years ending in January 2016.

The exact amount of the contracts is $20,666,967.80 for facilities and $6,525,533.56 for utilities, totaling $27,192,491.36. Both were competitively procured via the Asia Navy Electronic Commerce Online (Asia NECO) website with seven proposals received.
