Navy Breaks Ground for New Mail Facility in Rota

ROTA, Spain (NNS) -- Representatives from Fleet and Industrial Supply Center (FISC) Sigonella Site Rota, Spain, Naval Facilities Engineering Command Europe, Africa, Southwest Asia (NAVFAC EURAFSWA) and Naval Station (NAVSTA) Rota attended a ground-breaking ceremony Oct. 18 to celebrate the start of a 300,000-euro military construction project.

NAVSTA Rota Commanding Officer Capt. Bill Mosk; Chief Logistics Specialist (SW/AW) Hector Rivera of FISC Sigonella Site Rota; FISC Sigonella Site Rota Director Cmdr. Ivan Stamegna; Mariano Concelo, of Elecnor's Construction Company; and NAVSTA Rota Public Works Officer Cmdr. Gordie Meyer participated in the ceremony to mark the start of a project to remodel and expand the NAVSTA Rota Fleet Mail Center.

"Anytime we can reduce our footprint, consolidate and perform better operations, it's a win–win situation," said Mosk. "The project will be good for the base, good for operations and good for Sailors."

Currently, U.S. Navy and U.S. Marine Corps personnel work at the Fleet Post Office and the Fleet Mail Center. The consolidated mail facility (CMF) will eliminate some redundancy, expedite the process and allow more cross training with all postal military and civilian personnel in one building. The CMF will serve as both the on-base Fleet Post Office and Fleet Mail Center and grow in size to be more than 2,300 square feet.

"The mail facility will create a 'one stop shop' for service members and patrons for all their postal needs," said Rivera. "This concept of operations will also serve as a future model for other fleet postal operations."

Stamegna said the project is history in the making.

"Key personnel from FISC Sigonella headquarters, NAVFAC, Commander, Navy Installations Command and NAVSTA Rota have been designing and seeking funding in the last decade to build this great addition on the base," said Stamegna.

The contracted estimated completion date of the CMF is scheduled for summer 2011.

"This project is a great example of NAVFAC and FISC Sigonella working together to help achieve efficiencies which will provide better service to NAVSTA Rota," said Meyer.

FISC Sigonella, the newest of seven supply centers under Commander, Fleet and Industrial Supply Centers (COMFISCS), provides operational logistics, business and support services to fleet, shore and industrial commands of the Navy, Coast Guard, Military Sealift Command and other joint and allied forces in Europe, Africa and Southwest Asia. Services include contracting, material management, household goods movement support, consolidated mail, fuel, global logistics and husbanding, hazardous material management and integrated logistics support.

COMFISCS comprises more than 5,700 military and civilian logistics professionals, contractors and foreign nationals operating as a single cohesive team providing global logistics services from 110 locations worldwide.

A component of the Naval Supply Systems Command, headquartered in Mechanicsburg, Pa., COMFISCS is part of a worldwide logistics network of more than 22,500 military and civilian personnel providing combat capability through logistics.
