Navy Implements E-Form Process Improvement on Surface Ships

MECHANICSBURG, Pa. (NNS) -- The Naval Sea Logistics Center will complete automating the engineering change approval process for all surface ships Oct. 22, reducing the average processing time from 48 days to five.
Using the new Electronic Forms (E-forms) system, surface ship crews will be able to generate and track requests for engineering changes, and Navy technical authorities will be able to approve those requests electronically.
"Ships cannot be cleared for deployment without adjudication of these requests, which affect material condition, safety, and operational readiness," said Nadeen Bogonis, system program manager. "The time savings and efficiencies gained by use of E-Forms in this process directly contribute to ships readiness."
Before E-Forms, departures were created manually and faxed to each person in the approval chain, which led to errors and delays. The new system will ensure key technical information is standardized, visible across all activities in the maintenance process, and easily accessible, greatly reducing the cost and time spent on the request process.
The submarine force has already benefitted from cost and time savings through the use of E-forms. In 2009 alone, the submarine enterprise received more than 3,900 individual engineering change requests through E-forms. By using the electronic system instead of the manual paper process, the submarine fleet was able to generate significant man-hour savings and avoid costs associated with delay times, particularly when those delays would have impacted planned maintenance availabilities.
