Afloat Training, Management Planning Significantly Upgraded

PENSACOLA, Fla. (NNS) -- USNS Comfort (T-AH 20) was the latest ship to receive the new Navy Information/Application Product Suite (NIAPS) shipboard server upgrade 2.3 Oct. 1. NIAPS makes afloat manpower, personnel and training information available during low-or-no bandwidth conditions.
Previously available only as a Web-based application, the Fleet Training and Management Planning System (FLTMPS) Afloat is now accessible through Navy Knowledge Online on shipboard servers and is integrated into the NIAPS upgrade.
"With this upgrade, manpower data and reports are now available 24/7 for FLTMPS users, instead of having to waiting for internet access," said Julie Whitley, Navy Training Management and Planning System (NTMPS) project director at Naval Education and Training Professional Development and Technology Center. "Updates to the database can be pulled on a weekly basis, when connectivity is available."
Designed specifically for fleet manpower, personnel and training managers such as training officers, career counselors and division officers, FLTMPS is a flexible system that allows users near-real-time access to many of the reports currently available in the NTMPS data warehouse system. FLTMPS provides push-button report generation access to a host of training-related information integrated from a number of data sources.
The fleet uses the program to view updated manpower and readiness data, track ship-specific training requirements and deficiencies, verify basic training course information including convening dates and quotas, and track command projected gains and losses.
"The installation on the Comfort is the first instance of NIAPS being deployed on an MSC (Military Sealift Command) ship," said Aaron Greim, NIAPS project director for the Crane Division of the Naval Surface Warfare Center. "The NIAPS distance-support capabilities include not only MPTE (Manpower/Personal/Training/Education) applications, but also content such as VNH (Virtual Navy Hospital) and Mosby's Nursing Skills to assist the Navy medical staff onboard."
