Energy-saving Support Facility Planned for Portsmouth Naval Shipyard

NORFOLK, Va. (NNS) -- Plans are underway for a new waterfront support facility at Portsmouth Naval Shipyard after Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic awarded a $16.9 million firm-fixed price task order Sept. 29 to Consigli Construction Co., Inc. of Milford, Maine.

Work on this project will take place in Kittery, Maine and is expected to begin mid-November this year. Expected completion date is September 2012.

The task order comes under a previously awarded multiple award construction contract and provides for the construction of a two-story steel framed addition to the east side of the existing high bay of Building 174.

"This facility will consolidate production shops, ship's force project teams and engineering personnel in one location and support repair operations," said Dale Ciardelli, NAVFAC Mid-Atlantic project manager, Public Works department Maine.

The work also includes renovation of the high bay which will support waterfront repair and storage operations for naval nuclear submarines in dry dock.

The project is designed according to the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) Silver certification standards.

"This state-of-the-art facility incorporates fixed sun louvers to minimize direct sun exposure and will be constructed with recycled materials, low-E glass and high efficiency mechanical, electrical and plumbing (MEP) systems," Ciardelli said.

Many upgrades have been made in preparation for the arrival of Virginia class submarines at Portsmouth Naval Shipyard, the first of which was the USS Virginia (SSN 774) when it docked at the shipyard in early September. Additions and renovations will enhance productivity and efficiency at the shipyard while providing an improved working environment for its personnel.

NAVFAC Mid-Atlantic manages the planning, design and construction for U.S. Navy shore facilities in the Mid-Atlantic region and provides the Navy's forces with the operating, expeditionary, support and training bases they need.
