Navy Warehousing at Port Hueneme to Become DLA Function

SAN DIEGO (NNS) -- Navy warehouse operations at Naval Base Ventura County, Point Hueneme will transfer to the Defense Logistics Agency (DLA) Oct. 10.

In an effort to reduce Navy infrastructure costs, approximately 450,000 square feet of warehouse space and 40 personnel assigned to Fleet and Industrial Supply Center (FISC) San Diego will be transferred to DLA Distribution San Diego. The move is part of an 'as is, where is' transfer agreement between the two agencies.

"This is the latest in a series of warehouse transfers from the Navy to DLA, following those at Puget Sound, Norfolk and Jacksonville," said Capt. Pierre Coulombe, DLA Distribution San Diego commanding officer. "I look forward to assuming the role from FISC San Diego and the opportunity it presents for DLA."

The initiative will reduce operational costs and streamline logistics operations in line with the chief of naval operations' objective to reduce the Navy warehousing footprint by 30 percent, according to Debi Riley, FISC San Diego Supply Management Department deputy director.

No jobs are expected to be lost as part of the transfer. Current FISC San Diego warehousing and transportation employees at Point Hueneme will continue doing the same or similar work after the transfer; only as DLA employees.

"It's always difficult to trade players from a team, but taking advantage of DLAs expertise in ashore storage and distribution allows the Navy to free up resources that can be used to improve warfighting readiness," said Capt. David Pimpo, FISC San Diego commanding officer.

We are all here to serve the warfighter, so even though some of our current employees will be working for another agency, we'll still consider them part of our family," said Pimpo.

FISC San Diego will continue working side-by-side with DLA to be the 'face' of logistics for local and fleet customers.

DLA will transparently provide services and functions formerly provided by FISC, such as receiving, storing, issuing, packing and transportation. FISC San Diego will continue to provide postal services, personal property operations, hazardous material and contracting support services.

In preparation for the transfer, representatives from both organizations have met weekly to discuss details, ensuring a smooth transition.

Information gathering and analysis is being used to create a concept of operations that will form the foundation of a local memorandum of agreement, defining unique and specific requirements of each side.

Personnel from both agencies are cooperatively gathering data on facilities, personnel, customer agreements, contracts, IT requirements and the many other details involved in successfully transferring operations in place.

FISC San Diego further conducted a 'wall-to-wall' inventory, reduced excess material, consolidated warehouse locations and improved material flow.

"Communication has been the key to success so far as we wrap up and solidify the final arrangements for the transfer," said Riley.

Cooperation has continued since the initiative began in 2008, allowing Commander, Fleet and Industrial Supply Centers (COMFISCS) to capitalize on DLAs expertise in warehousing and transportation, helping the Navy identify and eliminate excess facilities.

Despite changes taking place behind the scenes, customers shouldn't expect to see any impact outside the Navy's cost savings.

"We will continue to fulfill our customers' logistics support requirements while making the changes needed to meet Navy's future requirements," said Pimpo. "Customers will receive the same level of service post-transition as they do today."
