Railroad Upgrades Improve NAS Charleston Productivity

Jacksonville, Fla. (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southeast awarded an $8.8 million firm-fixed-price contract to Queen City, Inc. of Knoxville, Tenn. Sept. 17 for construction of a rail yard loading and staging area at Naval Weapons Station Charleston, S.C.
"The new rail lines will increase our productivity and capacity," said Capt. Gary Nipper, 841st Transportation Battalion port operations officer. "In the past we have had to stage rail cars in Columbia, S.C., and wait for the rail company to move cars in or out of the naval weapons station for us to continue working."
New work will include a significant paved area for maneuvering and staging, along with an additional seven rail spurs and its support/staging area. The new platform paving area will be at the bottom of the rail elevation, improving safety and access.
"In the future we will have the space to stage multiple lines of rail cars here, eliminating the need to wait on the rail road companies," said Nipper. "We will even be able to load and discharge at the same time, if needed."
End-loading will be added to three new loading spurs and high mast lighting will be provided to allow for night operation at the weapons station.
"The bottom line is that our rail capacity will soon be able to keep up with our work load," said Nipper.
The project also includes wetlands mitigation and storm water detention.
The project is expected to be completed by December 2011.
