Recovery Act Project Funds New San Clemente Island Barracks

SAN DIEGO (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southwest awarded T.B. Penick & Sons Inc. of San Diego, Calif., a $15.4 million Recovery Act-funded task order Sept. 1 to design and construct bachelor quarters at San Clemente Island (SCI), Calif.
The project will design and construct bachelor quarters at the island's naval auxiliary landing field (NALF).
Savings from a Recovery Act bachelor quarters project awarded in 2009 provided the money to award this project.
"NALF SCI is located on an isolated island approximately 70 miles west from San Diego," said Tommy Baniqued, NAVFAC Southwest project manager for the project. "No off base housing is available and all personnel are housed in government facilities. The existing pre-World War II vintage living quarters are inadequate due to facility age and overcrowding. This project will build a new BEQ (bachelor enlisted quarters) and will improve the living conditions for our Sailors, which is essential to morale, quality of life and the retention of trained personnel."
T.B. Penick & Sons Inc. will design and construct three two-story buildings with 53 two-person units. The Recovery Act project will meet the Leadership in Energy and Environmental Design (LEED) certification and sustainability. LEED is a U.S. Green Building Council developed program, nationally recognized performance oriented system, designed for rating new and existing buildings, or groups of buildings, based on a variety of green building principles. The project will also include energy enhancements such as photovoltaic cells, solar domestic hot water heaters, dual plumbing, advanced metering and enhanced commissioning to improve efficiency.
"This new project will result in the addition of hundreds of engineering and construction trade jobs here in the state of California," said Marc E. Penick, chief executive officer of T.B. Penick & Sons, Inc. "TB Penick & Sons Inc. is a 105 year old family owned construction firm with offices in San Diego, Los Angeles, Las Vegas and Ohio. We understand the importance of putting the ARRA (American Recovery and Reinvestment Act) funds to work as soon as possible. Design of the barracks has already commenced. All ARRA expenditures will be managed carefully with full transparency and accountability to our nation."
The project is scheduled for completion by February 2012.
